1、中山市南朗镇简政强事权改革研究 论文答辩委员会主席： 委员： 中山市南朗镇简政强镇事权改革研究 中文摘要简政强镇事权改革，是广东省2009年试点推行的一种新的乡镇政府治理模式，目前在全国各地的体制改革中处于领先地位。但在强镇经济的发展背景下，广东省镇级政府社会管理权限仍然是乡科级标准，明显存在“脚大鞋小”、权力和责任不相匹配的问题，已经成为了制约广东省乡镇经济、社会配套大步发展的主要因素。因此，简政强镇事权改革应运而生。但是，由于受到传统行政体制障碍、财政体制障碍、绩效考核体制障碍等因素影响，简政强镇事权改革在推进实施的过程中还存在着认识不够深刻、实践不够深入以及成效不够显著等问题。于是，如何
2、界定简政强镇事权改革的内涵、如何正确梳理简政强镇的内容和措施，剖析简政强镇改革存在的问题以及出现问题的深层次原因，更好地为简政强镇进一步推进实施以实现政府职能转变，成为了本文关注的焦点。本文通过是实证研究法、演绎推理法和文献研究法等社会调查研究方法，以中山市南朗镇简政强镇事权改革为例，比较详细分析了南朗镇在实施简政强镇事权改革的过程中采取的措施、收到的成效以及存在的问题和原因，并提出创新推进南朗镇简政强镇事权改革、转变政府职能的措施。首先，本文从新公共服务理论和整体性治理理论的梳理构建起朗镇简政强镇事权改革的理论支持；其次，从时代背景和内在动因分析了推动中山市南朗镇简政强镇事权改革的内外力量，
