3、车等类型。新能源汽车具有能耗低、污染少的特点，适合我国目前经济社会发展的需要以及生态环境的基本状况。但目前新能源汽车还存在着造价高、功率以及续航里程低等缺点，需要未来的技术进一步完善。因此如何激励该产业的相关企业进行创新就是摆在国家和行业面前的一个重要问题。而专利制度就是激励企业进行技术创新的一个重要机制。专利并不是简单的申请和授予，而应当让企业站在战略的高度，对于专利的申请、实施、保护等环境进行系统的规划和有计划地进行，这就是本文所研究的专利战略问题。树立科学的专利战略对于新能源汽车产业的持续健康发展以及技术的进步和产品的推广普及具有十分重要的意义，也是一个亟待研究的课题。基于此，本研究以我
4、国新能源汽车专利战略的现状、问题以及完善为中心，具体包括以下几个方面的内容：第一，专利战略的一般理论，具体包括了专利战略的概念、特点、具体内容以及层次等内容。第二，新能源汽车专利战略的政策和法律根据，为新能源汽车专利战略的实施找到了法律依据以及政策根据。第三，我国新能源汽车专利战略的现状与问题，对该产业专利战略的现状进行了系统考察，在此基础上分析了该产业专业传略所存在的不足。第四，从宏观的政府层面和微观的企业层面探讨了新能源汽车产业专利战略的完善对策。本研究的进行有利于对我国新能源汽车专利战略的优化提供可行的指导思想和基本方案。关键词：电新能源汽车； 专利战略； 现状； 完善；ABSTRACT
