5、。许多企业己认识到成本控制的重要性，有的企业制定了相关成本控制制度，有的企业推行了责任成本控制，并取得了宝贵的成本控制的经验。但是，从整体上讲，由于国家大的投资环境及企业管理体制的约束，企业自身成本控制还处于从算账报账型向经营型、从经验型向科学型、从经济型向经济和技术结合型、从被动型向主动型转变的历史时期，还表现在企业内部经济承包体制不健全、成本控制制度规章缺乏科学性和统一性等方面。项目部成本控制关系到企业成本控制的成败。从成本控制模式上讲，多数企业还是应用传统的成本控制方法，制订施工预算，根据这个预算控制成本，只要是没有超过预算的成本就是有效的控制了成本，比较粗糙、简单的控制成本，没有使工程
6、成本达到最优化的控制。因此，需要进一步改善成本控制的方法，提高企业的经济效益。 项目成本管理是贯穿项目全寿命周期各阶段的重要工作，对于任何项目，其最终的目的都是想要通过一系列的管理工作来取得良好的经济效益。而任何项目都具有一个从概念、开发、实施到收尾的生命周期，其间，会涉及业主、设计、施工、监理等众多的单位和部门，它们有各自的经济效益。例如，在概念阶段，业主要进行投资估算，并进行项目经济评价，从而做出是否立项的决策。在招标、投标阶段，业主方要根据设计图纸和有关部门规定来计算发包造价，即标的;承包方要通过成本估算来获得具有竞争力的报价。在设计和实施阶段，项目成本控制是确保将项目实际成本控制在项目
