15、工程外观质量控制措施21质量保证体系一、概述1 工程概况 施工标是洛阳市洛河东湖河道治理工程的组成部分，河道治理工程位于洛河市区东段，治理桩号277+400282+993，治理长度5593m。施工标治理桩号278+000278+600，治理长度600m。2 我公司的企业管理方针我局于2015年3月开始全面推行质量、环境、职业健康安全“三合一”管理体系，并通过了方圆标志认证中心的认证审核，取得了三个体系的认证。我局的企业管理方针是：以人为本，确保健康发展 诚信守法，持续改进绩效预防为主，构筑绿色工程 过程控制，打造精品工程企业管理方针的含义：（1）“以人为本，确保健康发展”，通过职业健康安全管理体系的建立、实施和保持，依靠全体员工的积极参与，积极控制危险源，有效地减少事故伤亡、职业病和财产损失，将组织的职业健康安全管理工作由被动变为主动，变事后处理为事前预防，提高企业的生产效率和经济效益，进一步提高职工的自我保护意识，成功地建设以人为本的企业文化。（2）“诚信守法，持续改进绩效”，遵守质量、环境、安全的法律法规
