1、我国高新技术上市企业技术创新能力评价综合研究我国高新技术上市企业技术创新能力评价综合研究摘要在知识经济条件下，技术创新能力已成为企业获取利润与发展的源泉，尤其是对高新技术上市企业，因为高新技术企业是由处在时代前沿的先导性技术发展起来的企业，技术创新能力是其竞争力的核心，而高新技术企业是否具有竞争力主要还是取决于其自身技术创新能力的大小。目前，我国对高新技术上市企业的评价仍以财务评价为主，但其存在的问题也比较明显；因此，引入非财务指标的上市企业评价体系即体现其发展潜力的技术创新能力评价体系就显得极为必要。正是基于上面的考虑，本文选择了“我国高新技术上市企业技术创新能力评价”进行研究。本文共分为五
2、大部分内容。第一部分，绪论；第二部分，论文的基本理论。第三部分，从我国高新技术上市企业的实际出发，设计我国高新技术上市企业技术创新能力评价指标体系，构建了整个论文的理论框架。运用密切值法，在已有理论的基础上，建立高新技术上市企业技术创新能力评价模型，最后通过实例分析应用该模型。第四部分，运用未确知测度评价模型，对企业进行技术创新风险评价。第五部分，运用AHP方法和多级模糊数学评价模型对企业技术创新效果进行评价。本文通过对我国高新上市企业进行技术创新能力评价研究，一方面可以更好地促进投资者进行理性投资和其它企业选择合适的供应商或战略合作伙伴；另一方面，有助于高新企业管理者分析自身技术创新能力状况

At present, our country has evaluated the listed high-tech enterprises, which is still mainly the financial appraisal, but its existing questions are quite obvious. Therefore, introducing the non-financial index system, which is the technolog
6、ical innovation capability appraisal system manifesting its development potential, appears to be essential extremely. Based on above consideration, this article chooses “the Evaluation on Technological Innovation Capability of our Countrys Listed High-Tech Enterprises” to do the research.The content
7、 of this article divides into five major parts. The first part is introduction. The second part is the basic theory of the thesis. The third part, based on the reality of our countrys listed high-tech enterprises, the article designs the technological innovation capability appraisal index system of
8、our countrys listed high-tech enterprises, which has formed the theory frame for the entire article; then, on the foundation of existed theory, using the osculating value method, the article establishes the technological innovation capability appraisal model of the listed high-tech enterprise, and h
9、as applied this model to the case analysis finally. The article has carried on the technological innovation risk evaluation with uncertain estimate model in the fourth part. The fifth part, the article carries on the technological innovation effect evaluation with analytic hierarchy process（AHP）meth
10、od and multistage fuzzy mathematics evaluation model.Through the research on evaluation technological innovation capability of our countrys listed high-tech enterprises, on the one hand, the investor can carry on the rational investment better and other enterprises can choose the more appropriate su

14、源正发挥着越来越大的作用。企业竞争成败的关键在于它的竞争优势，即其拥有智力资源的数量和质量，而不在于它掌握自然资源的数量。一个企业的整体智力水平越高，创造性思维能力越强，就越容易在更广的范围内优化配置各种稀缺资源，为企业赢得更大的竞争优势。谁能在技术开发、产品制造以及市场流通中领先对手，谁就能抢占更多的制胜先机。而技术创新正是企业竞争优势的根本支撑或决定因素。自从1912年美籍奥地利经济学家熊比特(J. A. Schumpeter)提出“创新”的概念以来，创新便成为西方社会各界普遍关注的话题和研究的重点。但是，近年来，我国也对企业技术创新给予了很高的重视，指出了加强技术创新是我国21世纪科技工
15、作与经济工作中的一项重要战略任务。2006年，胡锦涛在全国科学技术大会上的讲话又指出：要建设以企业为主体、市场为导向、产学研相结合的技术创新体系，使企业真正成为研究开发投入的主体、技术创新活动的主体和创新成果应用的主体，全面提升企业的自主创新能力。近20年来，中国每年的经济增长速度都在7%-8%以上，但主要靠的是制度创新和投资加大，技术创新的比重远低于经济发达国家。从世界发达国家经验来看，要想从单纯依靠资源和简单劳动获得缓慢发展的国家变为主要依靠技术进步获得快速发展的创新型国家，必须依靠科技进步和技术创新。可见，加强企业的技术创新能力，已充分显现出其日益重要和紧迫，尤其是高新技术企业，因为高新技术企业是由处在时代前沿的先导性技术发展起来的企业，具有高投入、高产出、高附加值和高渗透性的特点，它对经济发展、贸易增长及国家安全都起着积极作用，它的发展成为各国获取竞争优势的重要途径。纵观国内外高新技术企业走过的历程，企业发展的基础是技术创新，只有持续不断地推进技术创新，企业才能在剧烈的市场竞争中立于不败之地。技术创新能力是高新技术企业竞争力的核心，而高新技术企业是否具有竞争力主要取决于其技术创新能力的大小。科学技术发展的过程是一个不断创新的过程，以科学技术密集为特征的高新技术企业的成长过程也就是一个技术创新能力不断提高的过程。一个高新技术企业的技术创新能力越高
