3、内容选择节水灌溉工程技术模式,确定不同节水灌溉工程措施规模。2、节水工程技术设计方案(1)各种节水灌溉工程的总体布局(灌溉工程及有排涝任务的排水工程)(2)与节水灌溉工程配套的农业生产技术措施(3)节水型灌溉制度的制定(4)典型工程设计六、投资估算及资金筹措估算依据:工程投资估算按估算年的价格水平编制。可参照水利水电工程可行性研究投资估算编制办法及地方有关文件,同时应考虑当地实际生产力的发展水平。投资估算:由于节水灌示范项目属农田水利工程,面积小、投资少,故将工程费用构成简化为工程总投资,由工程建设费、其它费用和基本预备费三部分组成。根据这三部分费用来估算工程总投资。工程投资估算成果应以表格形

4、式列出,内容包括:建筑工程估算;机电设备及安装工程估算;其它费用估算;主要材料预算价格及投资总估算。资金筹措方案:资金构成、来源及借、还款计划和措施。其中,中央投资部分不超过130万,地方配套资金按上一年度中央下达投资计划所确定的比例进行配套。七、效益估算1、概述经济效益估算方法和主要参数。2、提出项目综合利用效益分摊原则、方法和分摊成果。3、概述工程社会效益及生态环境效益。八、经济评价项目经济评价是在项目投资估算的基础上,对项目建成后可能产生的经济效益进行预测和分析,一般包括国民经济评价和财务评价。目前,对规模较小的节水灌溉项目可只作经济评价。主要经济评价指标:效益费用比、投资回收年限及有偿

5、资金偿还能力。根据评价指标的计算结果,提出项目综合评价和结论。九、项目组织和管理明确项目建设的组织机构和法人组建方案;项目区组织管理、技术管理及资金管理的措施和办法;制定项目建设实施计划十、项目建后管护措施提出项目竣工后工程管理运行机制、水费征收改革措施:包括如何通过项目建设,促进水费征收制度改革,实现项目良性运行机制的措施。附图:1:项目区规划布局图2:必要的工程典型设计图Editors note: Judson Jones is a meteorologist, journalist and photographer. 8、my childhood dreams to reach for the stars.As a meteorologist, Ive still seen many important weather and space events, but right now, if you were sitting next to me, youd hear my foot tapping rapidly under my desk. Im anxious for the next one: a space capsule hanging from a crane in the New Mexico d

9、esert.Its like the set for a George Lucas movie floating to the edge of space.You and I will have the chance to watch a man take a leap into an unimaginable free fall from the edge of space - live.The (lack of) air up there Watch man jump from 96,000 feet Tuesday, I sat at work glued to the live str

10、eam of the Red Bull Stratos Mission. I watched the balloons positioned at different altitudes in the sky to test the winds, knowing that if they would just line up in a vertical straight line we would be go for launch.I feel this mission was created for me because I am also a journalist and a photog

11、rapher, but above all I live for taking a leap of faith - the feeling of pushing the envelope into uncharted territory.The guy who is going to do this, Felix Baumgartner, must have that same feeling, at a level I will never reach. However, it did not stop me from feeling his pain when a gust of swir

12、ling wind kicked up and twisted the partially filled balloon that would take him to the upper end of our atmosphere. As soon as the 40-acre balloon, with skin no thicker than a dry cleaning bag, scraped the ground I knew it was over.How claustrophobia almost grounded supersonic skydiverWith each twi

13、st, you could see the wrinkles of disappointment on the face of the current record holder and capcom (capsule communications), Col. Joe Kittinger. He hung his head low in mission control as he told Baumgartner the disappointing news: Mission aborted.The supersonic descent could happen as early as Su

14、nday.The weather plays an important role in this mission. Starting at the ground, conditions have to be very calm - winds less than 2 mph, with no precipitation or humidity and limited cloud cover. The balloon, with capsule attached, will move through the lower level of the atmosphere (the troposphe

15、re) where our day-to-day weather lives. It will climb higher than the tip of Mount Everest (5.5 miles/8.85 kilometers), drifting even higher than the cruising altitude of commercial airliners (5.6 miles/9.17 kilometers) and into the stratosphere. As he crosses the boundary layer (called the tropopause), he can expect a lot of turbulence.The balloon will slowly drift to the edge of space at 120,000 feet (22.7 miles/36.53 kilometers). Here, Fearless Felix will unclip. He will roll back the door.Then, I would assume, he will slowly step out onto something resembling an Olympic diving platform.
