3、公众提供信息服务。作者签名： 导师签名 日期： 年 月 摘要本次研究以湖南移动公司财务集中管理模式的优化为研究对象，通过研究分析，总结了湖南移动公司实施财务集中管理模式取得的成绩，归纳了其中存在的问题，如资金管理、成本控制、财务人员队伍建设和风险防控的不足。为了进一步优化湖南移动公司财务集中管理模式，使得财务集中管理模式发挥更好的效益，应该在这个以下几个方面加强对财务集中管理模式的优化。首先是建立资金使用的评价与考核制度，发放分公司和营业部的资金以内部信贷形式进行计算资金成本，适时成立财务公司，对分公司资金使用进行结算，实行有偿调剂各分公司的资金余缺。其次，加强对成本控制。把业务系统结合到财务
4、集中管理系统中去，改进财务集中管理系统，关注事前和事中的财务成本控制。以成本发生模式和相关的业务财务数据为基础，建立起全省、分层级的成本标杆库体系，并运用到预算管理和日常分析中；加大财务队伍的专业建设，积极做好市州财务内审经理、骨干员工及新员工的综合素养培训与各专业线条业务知识培训，加强对公司战略、业务以及政策的学习和领会，引导全省财务内审团队树立终身学习、学以致用的氛围，促进财务内审人员职业素养与专业能力的不断提升；在审计监督方面，改变审计的形式将审计扩大到专项审计和持续审计等方面，利用审计结果报告规范和完善财务管理和财务控制，保证内部控制的有效进行，保证经济活动的经济性、实用性和有效性。有
