3、政改革发展的对策，撰写本论文。本论文运用马克思基本原理，领导科学、行政管理学、政治学概论、中国行政史、公共政策、行政组织理论、当代中国政治制度等知识。纵观当代中国行政发展历程，可以发现，行政改革的任务往往是经济社会发展到一定程度提出的，适应经济社会发展要求是行政改革的出发点和主要动力。横向比较当代中国行政改革的各项措施，从现状、难点和对策三方面进行分析。随着中国市场化改革和市场经济体制改革的不断深入，政府扮演了重要角色，发挥了很大作用，目前的政府管理，无论从组织架构、管理方式、运行机制等，与计划体制下相比，都发生了历史性的变化。在充分肯定政府作用的同时，也应该看到如果政府依然强势不改，继续扮演
4、经济建设型政府的角色，忽视或者淡化政府的社会管理和公共服务职能，甚至继续把大量的公共财政资金投资于竞争性领域，继续强化政府的行政审批色彩，其结果，不仅会导致市场作用和行政权之间的扭曲，引发政府行为的紊乱，助长权力行使的非理性，而且还有可能引发民众对政府的不信任，使政府的公信力大大下降。因此我们必须立足于我国实际，认识我国所处的发展阶段和面临的实际问题与矛盾，认识我国政治、经济、文化和社会特点，学习借鉴国外有益经验和做法，强调为我所用，不能照抄照搬。探索行政体制改革的前沿理论成果，总结各地改革的基本经验，预测行政体制改革的基本走向，对于推进当前中国行政体制改革的深入、突破制约我国经济社会发展全局
