QUALITY POLICYThis quality manual is established on the basis of ISO 9001: 2000 Quality Management Systems - Requirements for the BYT/TJT/SHX36-5 TOPSIDE & LQ EPC PROJECT.The quality manual de
4、scribes that within the framework of the effective use of ISO 9001 “Quality Management System”, how the project is in process and how the project quality control is performed in the scope of contract requirements.The quality policy that the company has adopted for its quality management is “Producin
5、g elaborately and aiming at top-ranking quality, innovating continuously and exceeding clients expectations, abiding by laws and taking social responsibilities, preventing pollution and controlling safety and health risk.”The Project Specific Quality Policy serves as the guiding principal for carryi
6、ng out all types of quality activities, the publication and amendments of the policy shall be approved by the project Manager. After the completion of the project, the quality manual will be write off.By way of document transmitting, making identification labels, online publishing and meetings, the
7、Quality Policy will be transmitted to all project staff members, subcontractors, in order to help them fully understand the policy and make it easily accessible to the external parties.The project Manager will conduct review on the Quality Policy once a year when the annual management review is taki
8、ng place, amendments are made when it is necessary to make sure that the policy remains applicable.2. BRIEF DESCRIPTION AND THE BUSINESS ACTIVITIES OF COMPANY Sinopec Petroleum Engineering & Construction Shengli Corporation (abbreviated as SPECSL) was reformed in 2001. The new company has 6580 emplo
9、yees, 1335 of them are technical personnel, 766 of them have senior or middle titles. There are 70 level I project manager. 50 level project manager and 36 level project manager. The Company has nine subsidiary companies, one electrical installation company, one anti-corrosive coating company, one c
10、ivil engineering company, two machine and equipment service companies and others, 27 Sub-companies in total. The Companys business mainly involves petrochemical projects, onshore petroleum projects, offshore petroleum projects, thermal power plants, municipal works, power transmission projects, wate
11、r conservancy and hydropower projects, foundation works, anti-corrosion coating and thermal insulation projects, fire fighting projects, industrial and civil construction projects. The Company also runs pressure vessel manufacturing, boiler installation, large unit lifting and equipment maintenance
12、service etc. It holds Class-A construction qualification for petrochemical projects, offshore petroleum projects, pipeline projects, petrochemical equipment installation projects and anti-corrosion coating and thermal insulation projects, Class-B construction qualification for municipal projects, an
13、d fire fighting projects, Class-C construction qualification for civil construction, electric power projects, water conservancy projects and hydropower projects. The Company also holds Grade-AR2 and Grade-AR3 certificate for pressure vessel fabrication, Grades-GA1, GB, GC1 pressure pipe installation
14、 qualification, Class-B qualification for boiler installation. The Company has passed international and domestic authentication of ISO 9000 quality system in Aug, 1995, In 2000, the company established HSE management system, companys annual turnover for construction can be more than 2 billions.3. 15、ALITY OBJECTIVES AND SCOPE OF THE QUALITY SYSTEM The Quality Objectives will be set up to make sure that overall quality performance of the department or the activities is being improved constantly.Quality Objectives are made and reviewed by QA/QC Department and sent to the project manager for examination and shall be published after being approved by the project Manager.The quality objectives of the project contain the following: l Contract quality requirements are implemented and controlled by working in a sy
