3、ncy Preeparrednnesss annd RRespponsse oon MMariine Envviroonmeent Pollluttionn frrom Shiips forr thhe ppurpposee off efffecctivvelyy immpleemenntinngthhe rregiimeoof aagreeementtforrshiippoolluutioonreespoonsee.二、船舶所所有人、船舶管管理人或或者船舶舶的实际际经营人人（甲方方）与取得相应应资质的的船舶污污染清除除单位（乙乙方），应当当根据中中华人民民共和国国防治船船舶污染染海洋环环境管
4、理条条例第第三十三三条以及及中华人民民共和国国船舶污污染海洋洋环境应急急防备和和应急处处置管理理规定、中华华人民共共和国海海事局船船舶污染染清除协协议管理理制度实实施细则则的有关关规定，在船舶舶作业前前或者进进出港口口前签订订船舶污污染清除除协议。2. 13、.五、协议采采用144位数字字编号（如如01-10001-22011-000011），其中，前两位位表示直直属海事事局代码码，第3 位表表示船舶舶污染清清除单位位资质等等级，分分别用11、2、3、4对应一一、二、三三、四级级船舶污污染清除除单位的的资质，第4 至6 位表表示船舶舶污染清清除单位位代码，由各直属属海事局局确定，第第7至10位表表示签订订协议的的年份，第第11至14 位表表示协议议序号，由由各船舶舶污染清清除单位位确定。各直属海事局代码分别为：辽宁局01，天津局02，河北局03，山东东局044，江苏局局05，福建局局06，上海局局07，浙江局局08，广东局099，深圳圳局100，广
