2、callyallowedforlegitimateusesofthecontroversialsoftware-inmoderation.TodayCaliforniaistakingastandagainstuseofstateresourcesforillegaldownloadingofthismaterialandstandinginsupportoftheworkofthesetalentedCalifornians,Schwarzeneggersaidinastatement.Schwarzeneggersaidhewantstomakesurethatstatecomputers
3、arentusedtocontributetowhathecalledhugelossesofrevenuetothestatesvaluableentertainmentindustry.Somanyoftheentertainmentindustrystalentedmusicians,actors,writersandprogrammersdevotetheircareerstocreatingproductsthatenrichoursociety,Schwarzeneggersstatementsaid.Weneedtodoourparttoprotectthecreativeand
4、intellectualpropertytheyworksohardtocreatefortherestofus.J.ClarkKelso,thestateCIOandchargedbythegovernorwithcreatingastatewidepolicyforP2Ponstatecomputersthatprotectstherightsofcopyrightholderswhileallowingforlegitimateuses.Wewereverymuchawarethattherearebothlegitimateandillegitimateusesofthistechno
5、logy,andthatthedefinitionofwhatconstitutesanillegitimateusemightverywellchangebothastechnologychangesandasthelawdevelops,Kelsotoldinternetnews .SoweoptedforanexecutiveorderthatpermitstheStateCIOtodeveloptheStatespolicyandthentorevisethatpolicyasnecessaryaswegetmoreandmoreexperiencewiththeissue.Theex
6、ecutiveorder,signedlastThursday,pointedoutthatP2Poftenisusedtoswapmusic,moviesandothercopyrightedmaterial,andalsoposessecurityrisks.Thelanguageoftheordermakesitclearthatitsnottarringallappswiththesamebrush.TheorderstatesthatonlysomeP2Psoftwarecouldgiveoutsidersaccesstoconfidentialinformation,andsome
7、canactasvectorsforvirusesandmalware(define).Afterthelaundrylistofpotentialabusesandrisks,itaddsthatpeer-to-peertechnologyholdsthepotentialformanylegitimateuses.TheexecutiveorderspecificallyrequestsKelsonottoprohibitlegitimatefilesharingwithinoramongfederal,stateorlocalgovernmententitiesandmakesthehe
8、adofeachexecutiveagencyresponsibleforcomplyingwiththestatewidepolicy.Kelsosaidhewouldformataskforcethatincludestechnologyexpertsfromtheexecutivebranchofstategovernment,arepresentativefromtheDepartmentofPersonnelAdministrationtoadviseonunionissues,someonefromtheDepartmentofFinanceandparticipantsfroml
9、egislature,thecourtsandtheUniversityofCaliforniaandCaliforniaStateUniversitysystems.Imgoingtopushhardforquickaction,Kelsosaid.Idliketobeabletosetapolicybytheendofthisyear,butwellhavetoseehowcomplexthisgets.Theorderwontapplytothelegislativeandjudicialbranchesofgovernment,norshallitapplytotheconstitut
10、ionalofficersofthestate,butitdoesapplytotheUniversityofCaliforniaandtheCaliforniaStateUniversitySystem.Infact,thestategovernmentalreadyisusingP2Psoftware.Groove,anenterprise-orientedapplicationdesignedforsmallteams,isacomponentofthenationalHomelandSecurityInformationNetwork,usedbyfederal,stateandloc
11、allawenforcementagencies.AndrewMahon,directorofstrategicmarketingforBeverly,Mass.-basedGrooveNetworks,saidthatthefile-sharingpoliciesofenterprisecustomerstypicallyhavetwokeypointsaddressingthescopeandpurposeofthefile-sharing.Hesaidthatcurtailingthenumberofusersinanetworklimitsthepotentialforabuse.Al
12、so,hesaid,Iftheprimaryuseofthefile-sharingnetworkisworkingonprojecttogether,thatspermissible.Theyresharingfilesspecificallytogetworkdone.WayneRosso,theformerpresidentofP2PsoftwaremakerGroksterandaboardmemberofP2PUnited,anindustry-lobbyinggroup,said,ImthrilledthatthegovernorrecognizesthatP2Ptechnologyisusedfortotallylegitimatepurposes.Tome,itsthesameassayingthatpolicecanusegunsaslongastheyusethemwithinthelimitsofthelaw.
