3、ySupervisorProfessor Zhang QiaoliangOctober,2016 兰 州 理 工 大 学 摘 要近年来，利率市场化加速发展，国家实行供给侧改革，实行去产能、去库存、去杠杆、降成本、补短板，即“三去、一补、一降”的政策，国家要求不断降低企业的融资成本，银行的存贷利差迅速缩小，导致银行特别是小银行的经营利润持续下滑。同时，金融脱媒化趋势明显，传统银行的业务逐步遭到压缩与排挤，对城商行的影响很大。因此，合理布局、精准定位，既要合理布局又要能确保盈利，如何正确地设立分支机构对于东海银行非常重要。本文采用理论与实践相结合，对国内外银行分支机构的设立进行了了解，对设立地台州
4、的金融、经济环境的基本情况进行了充分和详细地调查、研究和分析，并运用 SWOT分析方法，指出了东海银行在台州设立的优缺点，以及存在的机会和威胁。通过对东海银行台州分行筹建期费用的详细地预算，运用财务指标比率分析法对项目投资效益进行评价，预测了东海银行台州分行 2017-2021 年未来财务报表及投资回报，经测算本项目的静态回收期为 3.55 年，动态回收期为 3.89 年，五年内的实体现金流量达 2645 万元，预计内含报酬率为 22%。同时，针对可能面临的风险进行了研究并采取措施加以控制。通过全面而详尽分析，本文认为东海银行台州分行的筹建符合国家的产业政策，同时也符合东海银行全面股东的利益，
5、对东海银行在全省的网点布局有非常强的幅射能力，市场空间广阔，收益高和风险可控等特点，具有良好的发展前景，具有较好的经济效益和投资价值。通过本文的分析研究，能够为东海银行台州分行的筹建决策提供全面科学的依据，为东海银行布局全省，同时在台州做大做强，形成有一定特色、有一定地方竞争力的银行，提供了基础性资料，同时为其他银行在台州设立分行也有一定的参考与指导意义。关键词：东海银行；台州分行；财务可行性；风险控制I AbstractIn recent years,with the rapid development of interest rate liberalization,the State sh
6、allimplement structural reform of the supply front and policy of “three removals,onereduction,one supplement”namely,cutting overcapacity, destocking,deleveraging,reducingcosts and identifying growth areas.The government constantly request companies to reducetheir financing cost,which makes the loan-
7、deposit spreads of the bank rapidly shrink and thebanksoperating profits,especially some small banks steadily decline.Meanwhile,the trend offinancial disintermediation becomes increasingly noticeable and traditional banking businesshas gradually been squeezed and marginalized,which have a great impa
8、ct on municipalcommercial bank.Therefore, a reasonable layout and precise positioning are in great need.That means we should not only lay out reasonably but also ensure to make a profit. Besides,how to correctly set up branches for DongHai Bank is of vital importance.This paper combines theory with

It has a better understanding of theestablishment of domestic and foreign bank branches and makes a detailed investigation,research and analysis about finance and economic environment of its establishedplace-TaiZhou. Besides, it adopts SWOT analysis method, and points out the advantages an
10、ddisadvantages of the establishment of DongHai bank in TaiZhou, along with the opportunitiesand threats. In the research, it also clearly points out direction for business strategy, businesspositioning ,risk types, and risk control measures set up by DongHai Bank.This paper focuses on the principles
11、 and methods of choosing an address for Taizhoubranch of DongHai Bank and the cost of detailed budget of the preparation period. It alsoevaluates the project investment benefit with the financial ratio index analysis method. Itmakes a reasonable prediction about the 2X17-2X21 future financial report
12、s and return ofTaizhou branch of DongHai bank，After calculating the static payback period of the project is3.55 years, the dynamic payback period is 3.89 years, the physical cash flow of 26 million450 thousand yuan in the five years, the expected Internal rate is 22%. At the same time, Italso carrie
13、s out research on the possible risks and takes measures to control them. Through acomprehensive and detailed analysis, the paper argues that the construction of Taizhou branchof DongHai Bank accord with the national industrial policy, and it also fits in with the overallinterests of the shareholders
14、 of DongHai Bank. It has very strong radiation ability in thenetwork layout of DongHai Bank throughout the province. Plus, it has a broader space formarketing, high profit and risk control etc, with good prospects, good economic benefits andinvestment value.Through the study, it can not only provide
15、 comprehensive scientific basis for planning toII set up Taizhou branch of DongHai Bank, but also provides the basic data for layout ofthe province, making it bigger and stronger in Taizhou as well as making it develop into aspecial and competitive local bank.
