1、本 科 毕 业 设 计 论 文题 目近几年我国货币政策工具运用效果分析系 别 经济系 专 业 金融学 班 级 教改金融201 学号 学生姓名 李兰 指导老师 2016年6月摘 要低随着经济不断发展，各国都不可避免的受着经济周期的影响，纷纷面临着经济下滑、甚至经济衰退。这就需要我们根据经济形势摸索出属于自己的货币政策工具，并且不断改进。经济瞬息万变，不论是应对通货膨胀或者通货紧缩引起的全球性经济危机，都要求中央银行灵活运用货币政策工具。货币政策是指中央银行为了实现特定的经济目标而采取的各种控制、调节货币供应量或者信用量的方针、政策以及一系列措施手段的总称。货币政策是我国调控宏观经济的重要手段之一
2、，在特定时期内制定实施合适的货币政策能够有效促进经济发展目标的实现。本文以我国货币政策工具作为研究对象，分析了贴现、再贴现、基准利率、法定存款准备金、公开市场业务工具等货币政策工具选择与运用存在的问题。本文提出了一系列的措施为了促进我国货币政策工具更好地选择与运用，明确货币政策工具的功能和定位；推进我国货币政策工具的改革与创新；协调货币政策工具选择搭配；改善货币政策工具运用的外部环境。本文以我国货币政策工具为研究对象，总体上采用规范分析法，共分为五章。第一章为导论，提出了本文研究的背景、目的、意义、重点和难点等。第二章是货币政策工具的理论，包括概述、内涵和分类等。第三章是我国货币政策工具选择和
3、运用的历程以及现状分析。第四章是我国货币政策工具选择与运用存在的问题。第五章是对我国货币政策工具选择及运用的分析与建议。包括分析国内外环境，明确货币政策工具的功能和使用的环境以及各种货币政策的搭配选择。关键词：货币政策工具；可行性分析；货币政策工具革新ABSTRACTAlong with the economic development, Countries are inevitably influenced by the economic cycle, are faced with the economic downturn, and even economic recession. 14、背景和意义货币政策是中央银行或者政府机构为了干预经济采取的措施，包括控制货币的供给和调控利率等各项措施。适合国情的货币政策有利于保持货币币值稳定，减少汇率波动促进收支平衡，可以为经济发展提供良好的稳定的金融环境。当然可以促进充分就业，保证经济稳健发展。经济全球化后国际经济局势瞬息万变，不管是应对消费者物价指数持续高升的通货膨胀还是次贷危机引起的全球性经济危机，中央银行都必须灵活运用货币工具。选取适合中国国情的货币政策工具并有效的进行宏观调控格外重要。对选取实行货币政策工具影响因素很多，并非是在单一的经济环境下。货币政策干预经济必须考虑本国的外汇储备、外贸情况、汇率规则及其他国际因素，因此货币政
15、策工具有很大的复杂性与不确定性。中国人民银行对价格型货币政策工具特别重视，自从金融危机爆发至今，央行多次调整存贷款基准利率。2013年7月，央行取消了贷款利率下限，这一举措是我国利率市场化改革取的里程碑。金融改革已成为我国重点推进的改革领域。货币政策工具在货币政策体系中占有很重要的地位。当下经济体制、金融发展状况等因素都会影响货币政策工具的运用。在货币政策众多要素中，货币政策工具不仅仅传导了货币当局宏观调控的意图，也是货币进行日常操作的最直接的手段。货币政策工具的选择及调整必须考虑其发挥作用的宏观经济环境。货币政策工具通过调整存款准备金率，影响金融机构的信贷资金供应能力，从而间接调控货币供应量；运用在贷款政策、再贴现政策调剂金融机构的信贷资金需求，影响金融机构的信贷资金供应能力；根据货币政策实施需要，适当的运用利率工具，对其进行调整，影响社会资金供求状况；通过汇率变动影响国际贸易，平衡国际收支；提高货币调控效果，有效防范银行体系流动性风险，增强对货币市场利率的调控效力。1.2国内外研究现状1.2.1国外研究现状国外学者对货币政策工具的有效性进行过有效
