2、XXXXX XXXX摘 要论文题目：西安市碑林区安全生产监管对策研究学科领域：XXXX申请人：XXX指导教师：XXX教授摘 要随着我国经济建设的快速发展，安全生产事故也日益突出，安全生产问题越来越受到国家、政府和社会的广泛关注，安全生产机构作为政府的直属机构在全国迅速建立起来，安全生产工作摆上了政府的重要议事日程，但就新的安全生产机构来说，面临的困难和压力、机遇与挑战。如何在取得经济高速发展的同时降低安全事故的发生率，做到安全发展是目前我国政府、企业所需要关注的问题。伴随着我国国民经济和工业生产的迅猛发展，生产中频繁发生的安全事故和职业危害严重威胁着劳动者的生命和健康，影响了国家和社会的稳定、
3、我国的国际声誉和企业的信誉，同时给国家和企业财产造成了巨大的经济损失。如何正确处理好经济发展和安全生产工作的关系，从根本上扭转我国的安全生产形势，建立并健全适应市场经济发展的安全生产监督管理新格局，是各级安全生产监督管理工作者和社会各届普遍关注和努力探索的重大研究课题。政府的权力来自人民，对人民负责，受人民监督。对人民负责，首先就要对人民的生命权负责，因此维护人民的安全和健康是任何一个政府的不可回避基本责任。同时，安全生产状况也是一个国家经济发展和社会文明的集中反映，是国家“民生”状况的主要标志之一。因此，各级政府都将加强安全生产工作，维护公共安全作为最重要的工作任务。安全生产法中明确规定，国
4、务院和地方各级人民政府应当加强对安全生产工作的领导，支持、督促各有关部门依法履行安全生产监督管理职责。各级人民政府应该及时协调、解决安全生产工作中的重要问题。保障人民生命和国家财产安全，是党和政府“执政为民”的要求，是宪法及国家性质本质的要求，是社会进步与文明的标志，是人权的重要内涵；安全生产是国家安全和社会稳定的基石，是生产力发展的基础和条件，是人民安居乐业和提高生活质量的基本保证。安全关系社会稳定，关系社会经济快速健康持续发展，安全对于实现全面建设小康社会宏伟目标具有重大战略意义。本文以西安市碑林区的实际情况出发，通过问卷调查等多种形式，摸清西安市碑林区安全生产的现状及存在安全隐患的方面，
5、从政府监管监察的角度有针对性地提出对策分析， 对于政府制定安全生产政策具有一定的借鉴意义，对于构建西安市碑林区的和谐社会具有一定的实践价值。本文首次选取以商业为主的区域作为研究对象，以实际情况研究对策，对于安全生产理论的研究做了有益的补充，具有一定的理论价值。安全生产是企业永恒的主题。安全就是生命，安全就是效益，安全是一切生产工作的重中之重，对企业来说要始终坚持“以人为本、安全第一”安全生产为前提我们的企业才能创造更多的效益和取得更好的发展把安全生产管理确实放在了第一位，并且用科学的态度去实践。对企业进行安全生产监管，是预防伤亡事故的有效途径。本文密切结合西安市碑林区安全生产监管的实际状况，在
6、以往事故数据统计基础上，以系统理论、控制理论、事故致因理论为基础，从解决目前实际问题的角度出发，进行安全生产监管的相关内容以及方法的研究，并在企业当中进行了实践。取得了一定的成果，其主要内容如下：（1）在对国内外相关企业安全生产监管研究的基础上，结合西安市碑林区安全生产监管的实际状况，运用科学的理论方法对安全生产监管整体状况进行了科学的分析。 （2）通过西安市碑林区安全生产监管现状分析对安全生产监管问题进行了分析和深入研究，为安全生产监管能够更加具有针对性和有效性提供了保障。（3）在对一贯采用的安全评价理论和方法研究的基础上，借鉴国内外生产监管经验，从中吸取经验教训，有利于西安市碑林区安全生产

12、 production, how to bring about a fundamental turn for the better of safety in China, and how to establish and improve the new pattern of safety production management and supervision which fit in with the development of market economy.Governments power comes from the people responsible to the people

Responsible to the people, the first thing on peoples right to life, therefore, safeguard the peoples safety and health is a fundamental government responsibility can not be avoided. At the same time, the situation of safe production is also a national economic develo
14、pment and reflects the civilization of a society is the state, “the peoples livelihood”, one of the main indicator of the situation. Therefore, governments at all levels will work to strengthen production safety, safeguard public safety as the most important task for us. Production safety law clearl
15、y stipulates that the State Council and local governments at various levels should strengthen their leadership over the work safety in production, support and supervise relevant departments in accordance with the law to fulfill the responsibilities of production safety supervision and management. Governments at all levels should make the co-ordinate and solve production safety in the work of important issues.To protect peoples lives and property of the State security, is the party and the government “governing for the people” the requirements of the Constitution
