1、安庆市外环北路工程PPP项目招标文件（第一卷）：投标须知第一卷 投标须知第一章 资格预审公告为进一步创新安庆市城市基础设施投融资体制，拓宽城镇化建设融资渠道，提升基础设施的建设运营绩效水平，加快推进城市基础设施项目PPP试点工作，安庆市人民政府决定启动实施外环北路工程PPP项目（以下简称“本项目”），并授权安庆市住房和城乡建设委员会为实施机构，具体负责本项目社会资本采购工作。一、工程概况外环北路位于安庆市东、北部，是安庆市中心城区主干路系统的重要组成部分，也是贯穿西北-东南城区的主要干道，本段起点位于机场大道西侧500米，终点位于皖江大道交口，道路设计全长约14.93公里（桥隧比为28.68%
2、），道路等级为城市主干路，设计速度60km/h，设计标准轴载为BZZ-100，荷载等级为城市-A级。本项目按工程量清单方式计价，工程建设投资部分控制价为15.26亿元人民币，另含4.5亿元人民币包干工程建设其他费用，共计19.76亿元人民币。目前，本项目施工图已完成，征地拆迁工作也已启动。二、合作范围在合作期限（详见招标文件）内，安庆市政府指定的政府方出资代表将与中选社会资本合资设立项目公司，具体负责外环北路工程的投资、融资、建设及运营维护（含道路工程、桥涵工程、立交工程、管线工程、交通工程、照明工程、绿化工程及其他附属工程）。三、社会资本资格条件参与本项目投资竞争的社会资本应同时具备下述条件
3、：1、依法成立并有效存续的境内外企业法人；2、具有良好的银行资信、财务状况以及相应的投融资、偿债能力。截至2013年12月31日，经审计的企业净资产不低于人民币伍亿元整（或等值外币，下同）；3、截至资格预审申请文件递交截止日，企业注册资本不低于人民币叁亿伍仟万元整；4、截至资格预审申请文件递交截止日前五年内，在中国大陆地区至少有一个市政道路（含桥梁）投资或施工项目业绩；5、具备市政公用工程施工总承包壹级及以上资质；6、本项目接受联合体投标，联合体成员不得超过2家，包括联合体牵头方和财务投资人；联合体牵头方应满足上述全部资格条件要求且在未来项目公司中的股权出资比例应不低于40%（含）；财务投资人
4、应满足上述第2条资格条件要求，负责为本项目提供股权或债权融资支持；7、本项目至多允许2家具有关联关系的社会资本同时参与，同一联合体内具有关联关系的成员可作为一家社会资本参与本项目投标；8、联合体投标特殊要求：联合体各方必须按本公告附件之资格预审申请文件中规定的格式签订联合体协议，明确联合体牵头方和财务投资人的主要权利和义务；联合体各方不得再以自己名义单独或加入其他联合体参加资格预审；联合体通过资格预审后，其各成员组成、股权比例、职责分工等主要条款不得改变。本项目实行资格预审制度，资格预审采用合格制。四、报名方式有意向且符合上述资格条件的社会资本须按照本公告附件之资格预审申请文件格式填写资格预审
5、申请文件，打印装订成册（一正七副共八份，同时附U盘一个）面送至安庆市龙山路215号安庆市公共资源交易中心二楼开标三室。递交截止时间为北京时间2015年3月9日14:30，逾期递交的资格预审申请文件将不予接收。五、后续安排1、采购人初定于2015年3月3日召开项目信息发布暨市场测试会，有意向参会的社会资本可与采购人联系确认具体时间及地点；2、资格预审文件递交结束后，采购人将组织资格预审委员会对所有递交资格预审申请文件的社会资本进行资格预审，并按规定将资格预审结果进行公示；3、采购人初定于2015年3月10日向通过资格预审的社会资本发售招标文件，具体发售时间及地点等将以投标通知书的方式另行通知；4
