2、工程建设活动中需要关注的重要问题。 本文在对各种本钱控制理论进行比拟研究的根底上，从工程施工的全过程出发，对施工本钱构成要素进行分析、研究，对本钱控制的关键环节进行剖析、并提出相应的对策，以提施工本钱控制的水平，革新本钱控制的理念和思维，为推动建筑业的健康开展做出一定的奉献。论文引入价值工程等理论和工程实例，结合企业本钱控制工作的实践，探索了影响工程施工各阶段本钱的因素，研究了施工各阶段本钱控制的方法，提出了通过本钱的优化控制，实现施工本钱的节约的想法。 在我国建筑工程领域，没有标准的本钱管理思想，技术与经济别离，再加上管理方法和手段的落后，在整个工程建设活动中，普遍无视工程建设工程前期准备工

14、收阶段345.4 本章小结34参 考 文 献36致 谢371 绪论1.1 建设工程本钱控制的国内外现状分析1. 国内现状 建筑工程工程本钱控制是工程的三大控制中较重要的一项因素。因为建设工程工程本钱控制工作做的好坏，将直接决定工程是否盈利。现阶段我国随着社会主义市场经济体制的不断完善，对外开放的不断深化，尤其是参加WTO后国际化进程的加快，使中国的经济建设迅速开展，建筑行业也迅猛开展，近lO年来保持着较强的增长势头。但是，在经济开展的同时建筑工程领域也出现了大量的问题，其中比拟突出的是，没有标准的本钱管理思想，技术与经济别离，工程投资失控现象经常发生。目前在我国的建设领域普遍存在着严重的“三超概算超估算，预算超概算，结算超预算现象、“烂尾楼工程现象，这些现象均与建设工程各个阶段本钱失控有着必然的联系。与此相对应的是，我国工程工程造价管理近年来有了长足的开展，各级造价管理部门不断地制定规定、方法、细那么等，在实践中对工程造价确实定与控制起到一定的作用，但这只是在方案经济体制总的框架下的修修补补，没有起到根本的作用。我国工程工程造价管理理论和方法研究与国际上先进国家相比还存在较大的差距。 当前，我国建设市场己初具规模，建设工程
