3、 navigation in the water area of the Northern sea route.The main targets of the Institution are ensuring safe navigation and protection of marine environment from the pollution in the water area of the Northern sea route.俄罗斯联邦机构“*航道管理局是根据该俄罗斯联邦的政府令358-P，联邦法律81第3页5.1款“俄罗斯联邦商船航运法之规定来组建而成的，主要负责组织*水域的船舶
4、航行。*航道管理局的主要职责就是确保*水域航行平安，防止水域污染。The main functions are the following: Obtaining and considering the submitted applications and issuing the permissions for navigation through the Northern sea route; Issuing the certificates of the ice conventional pilotage on the Northern sea route; Researching weat
5、her, ice, navigational and other conditions on the Northern sea route; Coordination of installation of navigational aids and harmonization of regions to carry out hydrographic surveys operations on the Northern sea route; Assistance in the organization of search and rescue operations in the water ar
6、ea of the Northern sea route; Assistance in eliminating the consequences of pollution from vessels of harmful substances, sewage or garbage; Rendering the information services in relation to the water area of the Northern sea route, for e*ample, about the organization of navigation, requirements of
7、safe navigation and others; Making remendations about development of routes of navigation and using icebreaking fleet in the water area of the Northern sea route, ice and navigational conditions there; Timely data retrieval from Russian hydrometeorological service about hydrometeorological forecast

9、he Northern Sea Route is regulated by the legislation based on the principles of the UN Convention on the Law of the Sea, 1982, in particular article 234 “Ice-covered Areas. This article authorizes the coastal states within the e*clusive economic zone to adopt and enforce the non-discriminatory laws
10、 and regulations for prevention and monitoring of marine pollution from vessels in the areas covered with ice for most of the year.In summer 2012 Russian Federation adopted New Federal Low on Amendments to specific legislative acts of the Russian Federation related to Governmental regulation of merc
11、hant shipping in the water area of the Nothern Sea Route.Based on Federal Low in January 2013 Ministry of Transport of Russian Federation developed and approved New Rules of Navigation in the Northern Sea Route water area. This document was registered at the Ministry of Justice of Russia on 12th of
