No matter which医院财务制度第一章 总 则第一条 为了适应社会主义市场经济和医疗卫生事业发展的需要，加强医院财务管理和监督，规范医院财务行为，提高资金使用效益，根据国家有关法律法规、事业单位财务规则（财政部令第8号）以及国家关于深化医药卫生体制改革的相关规定，结合医院特点制定本制度。第二条 本制度适用于中华人民共和国境内各级各类独立核算的公立医院(以下简称医院)，包括综合医院、中医院、专科医院、门诊部(所)、疗养院等，不包括城市社区卫生服务中心（站）、乡镇卫生院等基层医疗卫生机构。第三条 医院是公益性事业单位
12、，不以营利为目的。第四条 医院财务管理的基本原则是：执行国家有关法律、法规和财务规章制度；坚持厉行节约、勤俭办事业的方针；正确处理社会效益和经济效益的关系，正确处理国家、单位和个人之间的利益关系，保持医院的公益性。第五条 医院财务管理的主要任务是：科学合理编制预算，真实反映财务状况；依法组织收入，努力节约支出；健全财务管理制度，完善内部控制机制；加强经济管理，实行成本核算，强化成本控制，实施绩效考评，提高资金使用效益；加强国有资产管理，合理配置和有效利用国有资产，维护国有资产权益；加强经济活动的财务控制和监督，防范财务风险。第六条 医院应设立专门的财务机构，按国家有关规定配备专职人员，会计人员
13、须持证上岗。三级医院须设置总会计师，其他医院可根据实际情况参照设置。第七条 医院实行“统一领导、集中管理”的财务管理体制。医院的财务活动在医院负责人及总会计师领导下，由医院财务部门集中管理。第二章 单位预算管理第八条 预算是指医院按照国家有关规定，根据事业发展计划和目标编制的年度财务收支计划。医院预算由收入预算和支出预算组成。医院所有收支应全部纳入预算管理。第九条 国家对医院实行“核定收支、定项补助、超支不补、结余按规定使用”的预算管理办法。地方可结合本地实际，对有条件的医院开展“核定收支、以收抵支、超收上缴、差额补助、奖惩分明”等多种管理办法的试点。定项补助的具体项目和标准，由同级财政部门会
14、同主管部门（或举办单位），根据政府卫生投入政策的有关规定确定。第十条 医院要实行全面预算管理，建立健全预算管理制度，包括预算编制、审批、执行、调整、决算、分析和考核等制度。第十一条 医院应按照国家有关预算编制的规定，对以前年度预算执行情况进行全面分析，根据年度事业发展计划以及预算年度收入的增减因素，测算编制收入预算；根据业务活动需要和可能，编制支出预算，包括基本支出预算和项目支出预算。编制收支预算必须坚持以收定支、收支平衡、统筹兼顾、保证重点的原则。不得编制赤字预算。第十二条 医院预算应经医院决策机构审议通过后上报主管部门（或举办单位）。主管部门（或举办单位）根据行业发展规划，对医院预算的合法
15、性、真实性、完整性、科学性、稳妥性等进行认真审核，汇总并综合平衡。财政部门根据宏观经济政策和预算管理的有关要求，对主管部门（或举办单位）申报的医院预算按照规定程序进行审核批复。第十三条 医院要严格执行批复的预算。经批复的医院预算是控制医院日常业务、经济活动的依据和衡量其合理性的标准，医院要严格执行，并将预算逐级分解，落实到具体的责任单位或责任人。医院在预算执行过程中应定期将执行情况与预算进行对比分析，及时发现偏差、查找原因，采取必要措施，保证预算整体目标的顺利完成。第十四条 医院应按照规定调整预算。财政部门核定的财政补助等资金预算及其他项目预算执行中一般不予调整。当事业发展计划有较大调整，或者
16、根据国家有关政策需要增加或减少支出、对预算执行影响较大时，医院应当按照规定程序提出调整预算建议，经主管部门（或举办单位）审核后报财政部门按规定程序调整预算。收入预算调整后，相应调增或调减支出预算。第十五条 年度终了，医院应按照财政部门决算编制要求，真实、完整、准确、及时编制决算。医院年度决算由主管部门（或举办单位）汇总报财政部门审核批复。对财政部门批复调整的事项，医院应及时调整相关数据。第十六条 医院要加强预算执行结果的分析和考核，并将预算执行结果、成本控制目标实现情况和业务工作效率等一并作为内部业务综合考核的重要内容。逐步建立与年终评比、内部收入分配挂钩机制。主管部门（或举办单位）应会同财政部门制定绩效考核办法，对医院预算执行、成本控制以及业务工作等情况进行综合考核评价，并将结果作为对医院决策和管理层进行综合考核、实行奖惩的重要依据。第三章 收入管理第十七条 收入是指医院开展医
