11、小学生男女篮球赛竞赛规程一、主办单位阜宁县教育局二、承办单位江苏省阜宁师范附属小学香港路校区三、比赛目的 为活跃学生的课余文化生活，调动学生参加体育锻炼的积极性，增强学生体质，培养学生的集体主义精神及互助合作的精神，根据县教委文件精神，我县在四月中旬组织2012年小学生篮球赛。通过此次运动为学生提供增进互相了解和沟通的机会，培育学生的凝聚力、向心力、归属感。与此同时，加强我县各校之间学生篮球文化交流，提高我县小学生积极参与篮球锻炼的兴趣。四、比赛时间待定五、比赛地点 阜宁师范附属小学香港路校区六、参赛对象县第三届健康校园杯中小学生篮球比赛小学组第一阶段比赛情况表所规定的全县在籍小学生。七、参赛
12、办法以学校为单位组织参赛队（男女各一个队），各队可报领队2名，教练2名，男女运动员各12名（各校小学在册学生，年级不限）。（比赛日程表另行通知）八、裁判组成1、仲裁委员会由组委会专门会议确定。2、各队报一名教师裁判员由组委会统筹安排执法赛场、场次等事宜。九、比赛规则执行中国篮球协会2010年最新篮球竞赛规则。并做如下特殊规定：1、根据中国篮球协会2010年最新篮球竞赛规则，结合以下几点组织比赛。2、各参赛队统一抽签确定分组组别。3、男子组（按抽签顺序分两个组）的比赛分为三阶段。第一阶段是分组单循环比赛，每小组赛出前两名；第二阶段是用甲组第一名与乙组第二名；乙组第一名与甲组第二名进行交叉比赛，共
13、赛出两个胜队，两个负队。第三阶段用交叉赛的“负对负”赛出三、四名;“胜对胜”赛出一、二名。4、第一阶段计分办法：胜一场得2分、负一场得1 分、弃权得0 分、积分多者名次列前；如遇两队积分相等，则以这两个队之间的比赛结果确定名次，如遇三队或三队以上的积分相等、则以积分相等队之间的得失分比率决定名次，如再相等，则使用他们在组内所有比赛结果的得失分比率来确定名次；交叉赛和以后的比赛采用直胜法。5、每场比赛分四节。每节12分钟。如果第四节结束时比分相等，则加赛5分钟。若再相等，再加5分钟，直到分出胜负。6、每场比赛前三节的暂停、换人算入12分钟之内（包干），第四节（或加时赛）的最后两分钟暂停、换人时间
14、不在12分钟之内，但暂停要在30秒内完成;换人要在10秒内完成。若超时，则登记为暂停一次，如果暂停已经超过规定次数，则登记该队教练员一次技术犯规。7、女子组的比赛办法同上。十、录取名次与奖励1、录取前三名，颁发奖牌和奖品。2、设体育道德风尚奖和优秀组织奖若干，颁发奖牌和奖品。十一、报名与报到1、各队领队应于年3月29日下午4点在镇中心校召开筹备会。 2、各代表队必须于4月10日以前将代表队成员名单以电子文档的形式交中心校(。3、各参赛单位的食宿，由本单位自行联系，费用自理。4、赛前领队会、裁判会、抽签分组等事宜另行通知。5、联系人 ： 十二、参赛要求1、各参赛队所派领队、教练员、裁判员必须是组
15、织纪律观念、大局意识较强的教师，能够服从大赛组委会安排和相关裁决；2、各队必须严格遵守相关时间安排，保持信息畅通，密切配合组委会的统筹调度；3、各参赛队要严格规定参赛运动员在参加比赛期间的纪律，场上服从裁判，场下服从领队、教练员的管理；4、各参赛领队、教练、运动员要尊重裁判员的判罚，凡出现领队、教练、运动员打骂、侮辱裁判员、对方队员和其他大会工作人员者，取消该队的比赛资格，并将追究相关人员和单位负责人的责任；5、若对场上判决或者其他原因不服，可按程序向组委会和仲裁委员会提出申请解决；6、在参加运动会开幕时，各代表队要准备一面校旗，同时要求参加人员统一着装。7、各校为运动员准备深浅色运动服各一套
