2、权理论、会计寻租与会计管制理论,提出了村账托管、民主理财、民主管理、民主决策、民主监督、强化配套改革等有效措施。 论文在分析农村经济实际发展水平的基础上，结合相关文献和政策，深入剖析了在现有经济体系下的县域级农村经济发展现状以及发展中所面临的困难及问题。主要表现在村级财务管理“三资”利用不充分、村级财务管理不完善、财务管理模式不匹配。村级财务管理在如此窘迫的环境中必定不会得到有效的发展和完善，那么我们就有必要结合农村经济实际发展情况，从夯实村级财务管理基础，加强村级财务组织建设，规范村级财务账务核算处理，加大对村级财务信息化制度的建设，坚持村级财务公开民主理财原则，强化村级财务人员的职业素质，

14、造一流的现代化农村，使其资源充分利用，实现农村经济长足发展。但在实现的过程中，遇到各种各样的问题也是不可避免的，分析其原因，财务问题可谓是所有问题的根源。究其根源，探其本质，又可归根于财务管理模式的应用。因人为只有村级财务工作与村级财务管理模式相匹配，才能合理的规划和解决村级财务问题，才能为新农村的建设建立可靠保障。 在习近平主席的领导下，我国各个地区都开始认真贯彻落实农村财务管理的各种方针、政策，并且注重对这些政策进行实施。这一举措起到了加强村级财务管理的作用。我国大多数农村目前存在着帐目混乱、财会人员素质不高、财务公开透明度不高等一系列财务管理问题，这些对发展农村经济和深化改革具有阻碍作用
15、，村干部与村民的关系以及农村各项事业的发展，造成许多不稳定的因素在农村中的出现。鉴于我国的社会制度特点和农村管理的特殊性，我国各级领导都要对村级财务管理进行分析，努力找出办法来解决问题，如加大对农村干部的教育和管理力度，扎实推行村务公开制度，重视农村财务管理工作的监督实行村账。研究和采取有效的治本之策强化村级财务管理，这些方法与政策都已经是摆在我国各级政府面前的重大课题。由于我国的财务管理的手段上有一定的不足，在村级财务管理体制当中的财务管理中也存在很多的纰漏，而如何合理而有效运用财务管理理论来探索改革措施，从村级财务管理制度创新，摸索出一条最为有效的财务管理政策，找寻出一条合理的村级财务管理之道，这些目标是促进我国村级财务管理时所赋予会计这一职业的使命。与此同时，我国在村级财务管理上，我国国内的许多不同地区之间本身就存在很大的管理差距，而且在与发达国家相比存在着更大的差距。而怎样采取最为有效的财政措施来完善我国村级财务管理，对村级财务管理进行改革，解决我国村级财务管理中存在的问题，最后丰富我国村级财务管理理论，这些都是我们各个管理人员要努力思考和探索的重要问题。
