12、爆炸物品事故应急处置和救援管理工作，提高快速反映能力，及时有效地应对爆炸物品事故，最大限度地减少人员伤亡和财产损失。2、编制依据根据中华人民共和国安全生产法、建设工程安全生产管理条例、交通部公路突发公共事件应急预案、爆破安全规程（GB672286）、土石方与爆破工程施工及验收规范（GBJ201-83）制定本预案。3、 工作原则(1）安全第一、预防为主、综合治理项目部各工区要充分认识爆炸物品流失和爆炸事故的危害性,其爆炸威力的作用会导致重、特大事故发生，给企业和社会的生命财产造成重大损失,认真做好与爆炸物品有关的各项工作是各工区的重要任务之一。（2）项目各部、室各司其责 成立由项目经理任组长，各
13、部门负责人组成的应急领导小组，负责本项工作.如遇紧急情况,立即组织人员采取切实有效的措施进行处理。贯彻以项目部为主、各司其责的原则,各部、室应参与事故救援调查和善后工作，防止出现事故放大效应和次生、衍生、新生的质量安全事故。 （3)居安思危、充分准备坚持预防与应急相结合，以预防为主，做好应对各项准备工作.平时加强培训和演练,采取科学的预测、预防和应急处理技术，提高预测、预防水平。（4）快速反应、协调应对预警、预防和应急处理工作须反应快速、运转高效。各部门要充分、密切协作,建立联动协调机制，充分发挥各部门和社会公众在应急处置中的重要支持作用. 4、适用范围本专项预案适用于靠近建筑物、铁路沿线的爆
14、破施工作业。二、应急救援指挥部和专业处置组的职责(1)应急机构项目部成立应急组织机构，配备充足的应急资源。 1、总指挥：闫永杰 2、副总指挥：吕小平吴润平李永峰 3、专业处置组包括:综合协调组、安全保卫组、应急救援组、后勤保障组、事故调查组、专家技术组、善后处理组。（2)各小组职责 1、指挥部职责在发生事故时，负责事故现场应急处置和抢险救援及善后处理的组织指挥工作。总指挥是处置事故的组织者和指挥者，负责组织、指挥事故应急救援处置工作。 2、专业处置组职责综合协调组：由吴润平同志负责，承担事故的报告；通知项目部成员立即赶赴现场；协调各专业处置组的抢险救援工作；按照事故报告的规定及时上报事故情况以
15、及事故抢险救援的进展情况;落实上级和地方政府主管部门的指示和批示。安全保卫组:由安保部负责，组织安保人员对事故现场及周边地区和道路等进行警戒、控制，必要时组织人员有序疏散。应急救援组：事先组成由工程部部分人员组成救援队。并由白旭阳同志负责，组织协调现场紧急救援和处置工作。后勤保障组：由综合办张华同志负责,紧急组织协调调配交通车辆及相关物资。事故调查组:由吕小平同志负责，会同有关部门进行现场勘查、取证，配合政府等有关部门开展事故的调查处理工作。专家技术组：由周鹏飞同志负责，组织有关人员为抢险救援等工作提供技术支持。善后处理组：由经营部、财务部、安保部等组成。并由指挥部吴润平同志负责，与总指挥保持
16、及时的信息沟通，会同有关部门处理伤亡人员的善后工作。三、预防机制1、作业人员用来实施作业的爆破物品具有很大的危险性，由于爆破瞬间会产生强大的空气冲击波和灼人的火焰及大量的飞石，如作业人员对爆炸失控,会直接造成生命和财产的损失。2、由于爆破施工靠近铁路，如爆破过程中产生飞石滚入车道，可能造成重大的财产损失。预防措施：(1)在靠近建筑物、铁路线进行爆破作业时，应事先与车站和有关部门取得联系，确保行车安全,并在危险区域内设立明显标志牌，通行路口设专人防护.(2）、爆破施工应避免在火车行驶经过施工区域的过程中。（3）、尽量避免飞石滚入铁路轨道，如有个别飞石滚入，应及时清理。（4）、进行爆破作业时,必须统一指挥，专人进行安全防护。（5
