4、规划是必不可少的。网络规划设计的好坏对确保实现网络建设的目标、发挥新技术优势、取得良好的经济效益起着关键作用。本文结合宁夏移动的实际情况，从大容量业务数据、多种商务模式并存、容灾备份建设力度等方面面临的问题进行探讨，并针对实际情况提出实现方案。本文重点对宁夏移动业务网络的现状及发展路径进行分析；对语音业务平台、数据业务平台、集团客户业务平台及TD增值业务平台的网络需求的详细分析，提出各平台的需求预测模型，基于业务量发展趋势规划各平台的建设目标和方案。对3G业务网中的典型业务所涉及的规划问题进行研究。特别视频共享业务、视频会议业务、视频留言业务、多媒体广播组播业务及多媒体彩铃业务所涉及的规划问题
5、进行了详细分析。对宁夏移动3G业务网建设思路，本文提出了以下几个策略：1） 针对大容量业务数据的需求，建立一套以实现移动信息专家为目标，以业务平台、运营平台和业务管理平台为支撑，协调开展业务发展规划、产品开发、资源合作、业务运营、终端管理、营销服务等环节的工作相对全面、系统的增值业务发展发展体系；2） 深化全网集中的建设、管理和发展模式，采用“统一平台建设，统一运营维护”的集中管理模式；3） 立足于“信息的整合者、编辑者和分发者”的定位，将互联网作为推广移动增值业务的重要阵地，全面提升集团客户服务能力；4） 将3G特有业务：TD-SCDMA电路域可视电话、TD-SCDMA移动视频、视频留言、多
