14、半成品、在产品的搬运、包装、交付及工位器具的管理子系统。第四，确定了以质检部为主，按照标准要求完善从计量管理、原材料检验、配套件和外协件检验到产品检验；从工装检验、工序检验到检测设备的校准管理；从对不合格品的控制和产品合格证书、资料管理及质量记录的子系统。第五，确定了以办公室为主，按照标准要求完善并建立信息管理网络及资料档案管理的子系统。第六，确定了以供应部为主，按照标准要求建立从原材料、配套件、外协件采购、选择、确定合格分承包方的控制管理的子系统。第七，确定了以管理者代表为主，按照标准要求完善质量体系策划，建立质量体系内部审核队伍和质量教育、组织质量分析等质量管理子系统。同时依据质量手册中的
15、职能分配，各生产车间和部门把20个要素逐级分解落实到各部门及人员，根据年度审核计划中要求，认真组织实施，除每年对体系覆盖的生产车间部门进行一次全面审核并形成审核报告外，同时还根据生产中的实际情况，不定期组织抽查审核，对审核中出现的问题找出原因，提出整改措施并逐一跟踪落实，直到问题得到彻底解决为止。1.4质量控制管理 公司设有质检部，专门负责材料进厂、过程控制直到产品出厂的检测把关，在每个产品的每道工序中，组成了严密的质量控制网络，同时质检部具有相应的检测手段，形成了强有力的质量监督体系。为保证企业的产品质量，真正体现“质量是企业的生命”这一宗旨，我们的原则是“把住两头，严格中间”，原材料是构成
16、产品质量的主体，它的好坏直接关系到产品质量，我们严格按ISO9001标准要求对主要材料进行分承包方资格认定，并不断对分承包方和外协厂进行资格评定，在认定合格的同时，我们还与分承包方签定了质量奖赔协议，同时我们不定期组织生产、技术、质检等方面的人员对外协厂进行调查评定，从而进一步保证了原材料和外协件产品的供货质量。为了严把生产过程和产品出厂质量关，质检部门人员分布在各个产品的每道工序中，他们的职责是按图纸、工艺、标准和检验规范严格检查、记录、标识，发现不合格产品及时反馈，质检部会同生产部每月根据生产中出现的不合格品进行统计分析，召开质量分析会，并提改进措施，同时对每个产品配套有专职监督检查员，他们除对每个工序的质量监督检查外，负责每批产品在出厂前召集生产、技术、销售等部门的人员对该批产品进行抽检、鉴定、确认，通过一系列措施，有效保证了企业出厂产品的质量。产品在出厂前，均按国家标准规定的或高于国家标准规定的出厂检测规程进行检测。保证所交付的产品是
