1、安全操作规程管理制度第一条、为了加强操作规程的管理，使操作规程的管理更加合理、有序，适应安全生产的需要，特制定本管理办法。第二条、各单位的正职对操作规程的编制、修订以及具体实施全面负责。各单位的技术主管是编制、修订、完善操作规程的主要负责者，具体负责组织操作规程的编制、实施、检查、考核工作。第三条、操作规程的内容必须和上级有关技术规定要求相一致，做到概念准确，叙述完整，具有针对性、实用性、安全性和可操作性。第四条、各生产单位、及施工队组必须在每年元月份对在用的操作规程进行修订、完善。第五条、各矿及施工队组要根据现场实际操作方法和步骤及会审时提出的意见对操作规程进行补充、完善和修改，操作规程中对
2、操作的主要工序、关键环节和主要安全技术措施必须详细写明。第六条、在使用过程中如果设备型号进行了更改或使用新的设备，各矿应要求生产对组及时修改操作规程或增加相应的内容。第七条、采、掘操作规程的装订要有统一封面、部门签章目录、正文等内容，纸张统一采用 A4 纸，封面字体统一采用宋体 2 号加粗体、签字字体采用宋体 3 号加粗宋体、正文字体统一采用 5 号宋体。第八条、由各矿组织本矿井、安全、机电等相关部门，具有相关专业技术的人员对安全操作规程进行会审，会审后报公司安全监察部进行审批，安全监察部接到后，组织本公司机电、安全等工程技术人员进行会审，五日内提出审批意见并下发到编制单位。编制单位按审 of

Figure 1.7-2 Generaltechnology route figure 2nd chapter City status and development planning2.1 city basic profile 2.1.1批意见补充整改完善后，各施工队组签字、盖章后装订成册并上报本公司安全监察部及相应部室进行备案。第九条、操作规程审批生效后，施工队组要及时组织本队相关人员进行学习，参加学习时间不得少于 8 小时，学习后要参加考试，考试不合格者应限期补考，补考不及格者停工学习，直到考试合格后方可上岗工作。第十条、学习时要建
9、立签名登记薄，记录学习的内容、时间、人员和地点。第十一条、因轮休、请假、新参加或中途调动工作的人员要按规定进行规程的补学、补考。第十二条、操作规程贯彻学习完毕后，参加学习人员要在操作规程学习卡上签字存档备案。第十三条、操作规程的考试培训中心负责。第十四条、修改后的操作规程的内容队组要重新组织学习和考试。第十五条、各矿每季度负责对在用的操作规程组织一次复查，并做好复查记录。针对复查存在的问题要及时修改、补充、完善，并且严格按审批程序进行。第十六条、公司安监部每季度组织有关专业技术人员对在用的操作规程贯彻执行情况检查一次，发现不符合实际要及时责令施工队组纠正、补充和完善，以确保安全生产。第十七条、

Figure 1.7-2 General technology route figure 2nd chapter City status and development planning 2.1 city basic profile 2.1.1元。第十八条、操作规程会审签字、盖章不全，发现一处罚责任单位/ 负责人 100元。第十九条、操作规程的内容与现场实际操作不符的，每有一处不符罚编制、审批人员各 50 元。第二十条、对监督检查部门查出的问题，未按时整改的，再次查出加倍处罚。第二十一条、操作规程的贯彻学习、检查、审批要严格执行，发现操作规程考试不及格或未参加学习、考试上岗者，一经查出罚单位分管领导100 元/ 人次，各矿等责任单位，要作为事故，按“四不放过”原则进行追查分析，落实责任人。
