1、施工安全技术与防护对策基本措施 为了做好安全生产工作，确保施工安全目标的实现，建筑企业应针对施工全过程中各种特定工程项目的不安全因素和施工安全保证要求，相应采取消除隐患以及警示、限控、保险、保护、排险和救助等安全技术与防护基本措施，同时它也是施工现场文明施工的重要内容。 (一)严格落实安全生产责任制和教育培训体系，设立安全生产管理机构，配备专职安全生产管理人员，做好安全检查工作。 施工单位主要负责人依法对本单位的安全生产工作全面负责。施工单位应当建立健全安全生产责任制度和安全生产教育培训制度，制定安全生产规章制度和操作规程。施工单位的项目负责人对建设工程项目的安全施工负责，落实安全生产责任制度
