The Permit to Work ensures proper authorization, coordination and control of work, to clearly identify the scope of work, safety requirements, precautions required and the time in which the job can be carried out. 针对拟实施作业规定实施一系列评估，确定出应签发的作业许可证以和应该实施的相关控制措施，从而确保相关人员能安全开展各项作业。作业许可程序可确保各项作业的正确授权、协调与控
6、制，通过这一程序，有效识别作业范围、各项安全要求、应采取的预防措施以及作业实施时间。2.0 Scope 范围This Permit to Work Standard covers work performed by UBR employees, UBR direct-hired suppliers, general contractors and their subcontractors at UBR project field.本作业许可证标准覆盖在UBR项目现场作业的UBR业主员工、UBR直接雇佣的供应商、总承包商及其分包商。This Procedure does not apply to
7、 Commissioning activities and operations. In these instances, the Operators Permit to Work System and Procedures shall be applied. Before approving a waiver, consideration shall be given to what alternate manageme

12、其授权人。Permit Holder A trained and competent individual, who is responsible for the safe execution of work. The Permit Holder is the onsite individual responsible for directing physical execution of the work scope defined in the permit. The Permit Holder may be a UBR Project employee or a contractor,
