1、.XX大学硕士学位论文摘要中文摘要35 / 35.公共危机是指对社会公众的正常生产生活造成严重影响甚至威胁的,需要以政府为主导,其他各社会主体共同参与,以期降低损害,减少损失的态势或事件。随着全球经济的快速发展,人类对于自然资源进行着无节制地开采和消费,人与自然的矛盾日益突出。同时,经济差距、政治差异和文化冲突依然存在,经济矛盾、社会矛盾此起彼伏、连续不断。海啸、地震、恐怖袭击、疫病、暴力事件等各种危机频繁爆发,给人民生产生活造成极大的破坏。应对公共危机是政府履行社会管理和公共服务职能的重要方面,健全的公共危机应对机制和高效的公共危机应对能力是政府执政能力和管理水平的重要体现,能否及时有效地应
2、对公共危机是检验一个国家执政能力和政府管理水平的重要标志。通过理论研究掌握公共危机管理的基本原则和方法,并用其指导实践,在实践中检验并反馈给理论研究。理论同实践相结合有助于构建决策科学、反应灵敏的公共危机管理系统,从而提高政府的公共危机管理效率,提升政府公共危机管理能力,对于维护人民生命财产安全和社会秩序稳定具有重要的现实意义。本文以政府公共危机管理为研究对象,以非典型肺炎和5.12 汶川地震为案例,综合运用政治学、管理学、社会学等知识,采用文献分析法、比较分析发、案例分析法等社会科学研究方法,以危机管理理论和政府职能理论为基础,在吸收和借鉴前期学者的研究成果上展开研究。首先,笔者界定了公共危
3、机和公共危机管理的概念与内涵,划分了公共危机的类型,总结分析了公共危机的特征及其影响,以及政府作为公共事务管理者在应对公共危机时的主体地位,指出政府具有进行公共危机管理的职能和义务。接着,本文选取近年来我国发生的两次重大公共危机事件非典型肺炎和5.12 汶川地震作为案例研究对象,对中国政府两次公共危机的管理行为进行了回顾和分析,按照危机管理的阶段从危机识别预警、危机控制处理、危机修复重建三个阶段进行了详细的比较分析,此外,还选取了政府在公共危机管理中的另外两个重要方面,即信息公开传递和政府公共关系进行了详细的比较研究,通过这样的对比研究,得出我国政府公共危机管理在五年来取得的进步和仍然存在的不
4、足之处,一方面总结成功经验,另一方面寻找不足的根源及完善之道。在前面部分研究的基础上,本文第五部分提出提高我国政府公共危机管理能力和效率,保证我国公共危机管理及时有效的政策建议,即构建和完善法律法规保障下的,由纵向三级系统和横向七个子系统构成的立体交叉的政府公共危机管理系统。该系统以法律为保障,纵向上由国家级危机管理、省级危机管理和县市级危机管理构成。横向则包括危机预防系统、危机预警系统、I.XX大学硕士学位论文中文摘要.危机快速反应、协调联动、支持保障系统、信息传递系统、绩效考核与监督问责系统。关键词：公共危机,危机管理,非典型肺炎,5.12 汶川地震II.XX大学硕士学位论文英文摘要.AB

15、费,人与自然的矛盾日益突出,同时,经济差距、政治差异和文化冲突依然存在,经济矛盾、社会矛盾此起彼伏,连续不断,各种危机频繁爆发于世界各国。其中既有突发自然灾害,也有大规模公共安全事件,既有局限于一国之内的危机,也有波及多个国家甚至影响全球的世界性危机。2001 年,美国东部时间 9 月 11 日早晨,被恐怖分子劫持的三架航班分别撞击了世贸中心大厦和五角大楼,造成其坍塌损毁,并波及到附近的其他建筑物, 3000 余人遇难,全球股市遭受重创,美国及全球经济萧条加深；2002 年,阿根廷爆发经济危机,继而引发社会动乱和政治危机；2003 年,中国爆发大规模非典型肺炎疫情,并扩散影响世界其他国家；2004 年,印度洋地震海啸夺取 30 万人生命,造成重大伤亡；2005年,美国卡特琳娜飓风造成 1200 余人死亡,财产损失达 344 亿美元； 2009年,美国次贷危机引发全球金融危机,影响至今仍在。一次次的危机给人类的生活生存带来巨大的挑战。危机的爆发,往往不仅带来巨大的物质损失,同时也严重影响到民众的精神状态,造成群体性的恐慌,轻则影响人们正常生活,重则夺去民众生命,甚至威胁到社会安定和国家稳定。公共危机,已经成为全世界面临和关注的重要问题。政府如能建立高效的危机管理体系
