保密的论文在解密后应遵守此规定)签名: 导师签名: 日期: 中文摘要 20世纪90年代起,随着住房制度改革的深化、住宅建设的迅猛发展以及城市化速度的加快,专业化物业管理应运而生并迅速发展近些年,国内房地产业高速发展,其主要表现为三个特质,即数量较多、规模较大以及建设方式呈多样态势在此基础上,房地产管理部门必须要应对新时期大规模住建格局所带来的全新挑战以往存在的小区环境恶劣不堪、社区配套服务无法与居民日常生活配套的局面必须得到及时解决如此一来,作为专业化、社会化以及现代化为价值追求的创新管理模式--物业管理迎合了实际的需要,适时而生在国内房改进程推动以及以房地产为主导的经济模式的确立,如何以有效的方式实现对小区的科学化、系统化和规范化的物业管理,已经成为目前以及今后一个时期学界亟需关注和解决的问题对于小区自身而言,能否借助系统化与规范化的制度建设,保障物业管理活动既能够实现对小区的有效管理,同时又契合时代发展要求,对小区甚或其所地处的城市的和谐氛围建设都是不可或缺的基于这个意义,无论从理论层面还是从现实问题的应对解决层面,本文均有重要的学术建构意义。

本文正文部分以北京市锦湖园公寓为例,同时基于系统工程的和谐物业管理这一研究思路,对北京市物业管理进行深入的分析首先对和谐理论、物业及物业管理的概念及性质进行详尽的阐述,同时,对于系统工程的基本理论问题也进行深入地分析接下来以北京市锦湖园公寓为例,研究锦湖园公寓以及整个北京市物业管理在现状,通过研究发现北京市物业管理在物业管理企业、业主委员会运行情况、物业管理收费问题以及小区停车等方面矛盾突出,系统分析了物业管理存在的现实的问题及原因,针对目前物业管理存在的问题提出解决的对策和建议:建立规范的企业管理制度;提高物业服务水平和质量;创立品牌战略,提高市场占有率;锁定“顾客群”,培育业主忠诚;培养业主的物业服务消费意识;加快业主大会和业主委员会组建步伐;充分发挥业主委员会的作用;加强政府行政管理;加大舆论宣传力度,建立正确的舆论导向;加快物业管理人才的培养;发挥物业管理第三方组织的作用与加强对房地产开发建设的监督与管理等关键词:和谐,系统工程,物业,物业管理 Kumho garden apartment harmonious property theory research based on system engineering研究生姓名(专业)导师姓名ABSTRACTIn the 1990 s, with the deepening of housing system reform, the rapid development of housing construction and speed up urbanization, professional property management arises at the historic moment and rapid development. Therefore, this article studies both from theory and reality problem countermeasure research is of great significance.
