Ø 生态优先：遵循尊重自然、顺应自然、保护自然的生态文明理念，以环境 承载力为基础，优化国土空间开发格局 Ecology first: The development pattern should be optimized based on the environmental carrying capacity and followed with an ecological civilization concept to respect, conform to and protect the nature.Ø 统筹兼顾：以污染减排倒推转方式、调结构，以改善环境质量优化经济发 展，以科学发展提升环境保护水平 Overall consideration: The transformation of production mode and the adjustment of industrial structure should be driven by pollutants discharge reduction, the economic development should be optimized by the improvement of environmental quality, and the level of protecting environment should be enhanced by the scientific development.Ø 必要性：用改善环境质量、保障公众健康的必要性和经济发展的必然规律 统一思想。
Necessity: The necessity to improve environmental quality and to ensure the safety of public health should be unified with the inexorable law of economic development. Ø 预见性：统筹经济社会与环境保护，提前若干年科学确定工作目标，明确 努力方向 Predictability: The objective and the direction of efforts should be put forwards in advance scientifically with overall-planning economic and social development and environmental protection. Ø 引导性：制定实施分阶段逐步加严的地方环境标准，引导企业逐步淘汰落 后产能，转变发展方式，提高治污水平 Guide: The local environmental standard system is implemented in stages and strict step by step. This system would lead the enterprises to eliminate the outmoded products, transform the developmental mode and improve the level of controlling pollution. Ø 强制性：确定的政策措施必须依法坚决予以实施。
