论文题目：《石羊河流域水资源管理体制研究》中文摘要流域(river basin)屈于一种典型的自然区域，它是以河流为中心，被分水 岭所包围的区域，在地域上具有明确的边界范围从社会经济发展的角度看，流 域又是组织和管理社会经济、进行水资源开发为中心的综合开发的重要形式因 而从经济地理学的角度看，流域在其边界范围内由于水资源的自然流动性形成了 一个十分重要的口然一一经济——社会——生态系统，这一系统Z内的自然耍 素、经济要素、社会要素和生态要素紧密相关当前国内外对流域水资源管理有不少模式，其中既有传统模式乂有新型模 式，还有传统与现代相结合的模式但这些管理模式或多或少地暴露出流域管理 机构重叠、权责不清、定性不准确等缺陷，造成了流域水资源严重浪费，破坏了 水资源的生态平衡本论文选择以甘肃省右羊河流域为例，针对现行管理体制和石羊河流域实际 情况，借鉴国内外流域水资源管理体制经验，采用专题调研、访问、定性资料分 析、统计分析和专家咨询等方法，力求探索出一整套科学、合理、有效的新型流 域水资源管理机制本文除引言和结束语外，主体分为四部分第一部分为右羊河流域水资源管理体系的丿力史演变本部分分别从流域管理 体制的基本理念、石羊河流域水资源管理体制历史沿革、石羊河流域水资源管理 体制口前的现状等三方面进行阐述。
第二部分为石羊河流域水资源管理体制目前存在问题的分析本部分分别从 石羊河流域水资源管理体制、石羊河流域水权管理职权、石羊河流域水资源管理 机构设置、右羊河流域管理局性质以及右羊河流域水资源管理统一性和完整性等 五个方面进行分析，并指出当前该管理体制中存在的问题第三部分为国内外流域水资源管理体制经验借鉴木部分分别对我国流域水 资源管理体制的历史沿革、我国流域水资源管理体制的现状和美国、英国、法国、 德国、澳大利亚等国流域水资源管理体制进行介绍，并由此引发对流域管理局、 流域I•办调委员会和综合流域机构等目前国内外三种主要流域管理模式的思考第四部分为石羊河流域水资源管理体制改革与完善通过对国内外流域水资 源管理体制经验借鉴，结合甘肃省以及石羊河流域实际情况，木部分提出了“垂 直管理与协商管理相结合”的新型流域水资源管理模式，并从垂直管理与协商管 理相结合的管理模式构建、法规及制度保障和人员及经费三个方面加以论述关键词：水资源 石羊河流域 管理体制 研究Research on the Water Resources Management System ofthe Shiyang River BasinAbstractRiver basin is of a typical natural area. Centered on rivers, river basin, surrounded with watersheds, has its specific boundary scope in terms of geography. From the perspective of social and economic development, however, river basin is also an important form to organize and manage social and economic affairs and comprehensively exploit water-centered resources. From the perspective of economy and geography, therefore, river basin, due to the natural fluidity of water resources, generates within its boundary scope a very important nature-economy-society-and-ecology system in which natural factors are closely related with factors of economy, society, and ecology.At present, there are many management modes of river basin water resources home and broad・ You can find both traditional and modern modes among them and also management modes which are combinations of traditional and modern ones. These modes, however, more or less reveal some river basin management defeats such as organization overlapping, unclearness of power and duty, qualitative inaccuracy, etc. which not only result in serious water resources waste of river basin , but also destroy the ecological balance of water resourcesTaking the Shiyang River Basin of Gansu province as an example, the thesis aims at using the domestic and foreign management system experiences of river basin water resources for reference in accordance with the present management system and actual condition of the Shiyang River Basin so as to strive to find out a complete set of scientific, reasonable, effective and modern river basin water resources management system by using methods of investigation on specific subject, visits, qualitative data and statistical analysis, expert consultation, etc.The thesis consists of four parts besides an introduction and a conclusion.The first part involves historical changes of water resources management system of the Shiyang River Basin. This part expatiates on three aspects respectively: basic theories of river basin management system, and the historical evolution and present condition of water resources management of the Shiyang River Basin.The second part is of an analysis of problems which exist in water resources management system of the Shiyang River Basin. The part analyzes management limitedness, unity, and integrity of water resources of the Shiyang River Basin as well as its water resources management system, water right management authority and organizational setup. Moreover, the thesis also points out some problems of management system in this part.The third part talks about using domestic and foreign management system experiences of river basin water resources for reference・ The part gives us an introduction of the historical evolution and present condition of river basin water resources management system in our country and this kind of system in America, Britain, France, Germany, Australia, etc., which initiates some reflection on three principal river basin management modes home and abroad: river basin management bureau, river basin management committee, and integrated river basin organization.The fourth part deals with reform and perfection of water resources management system of the Shiyang River Basin. After the use of domestic and foreign management system experience of river basin water resources for reference and with combination of the actual condition of Gansu Province and the Shiyang River Basin, a new type management system mode of river basin water resources is put forward in this part. And the part also gives us an ideal that the new mode is actually a combination of vertical and negotiation management. Moreover, it still discusses three aspects: mode construction of vertical and negotiation combination management, regulation and system guarantee, and personnel and funds.Key words: water resources, the Shi。
