In case you meet problem while implementing it, please provide feedback to Supervision Department III of State Administration of Work Safety in time (contact and telephone: Lu Xu, 010-64463239). 安全监管总局办公厅 General Office of State Administration of Work Safety 2015 年 8 月 19 日 Aug. 19, 2015 危险化学品目录（ 2015 版）实施指南（试行） Guidance for the Implementation of China 2015 Catalogue of Hazardous Chemicals (Trial) 一、《危险化学品目录（ 2015 版）》（以下简称《目录》）所列化学品是指达到国家、行业、地方和企业的产品标准的危险化学品（国家明令禁止生产、经营、使用的化学品除外）。
I. Chemicals listed in China Catalogue of Hazardous Chemicals (2015) (hereinafter referred to as the Catalogue) are hazardous chemicals which reach the product limits of the nation, industry, local government and enterprise (excluding chemicals that the nation prohibited to produce, operate and use by official order). 二、工业产品的 CAS 号与《目录》所列危险化学品 CAS 号相同时（不论其中文名称是否一致），即可认为是同一危险化学品 II. When CAS No. of industrial product is the same as that of hazardous chemicals listed in the Catalogue (whether both of them share the same Chinese name or not), it is regarded as the identical hazardous chemicals. 三、企业将《目录》中同一品名的危险化学品在改变物质状态后进行销售的，应取得危险化学品经营许可证。
III. Enterprises shall obtain the operating license of hazardous chemicals when they change the substance of hazardous chemicals which has the same name listed in the Catalogue for sales. 四、对生产、经营柴油的企业（每批次柴油的闭杯闪点均大于 60℃ 的除外）按危险化学品企业进行管理 IV. As for the enterprises engaged in producing and operating diesel (excluding those who closed cup flash point of each batch is more than 60℃ ), they shall be managed as hazardous chemical enterprise. 五、主要成分均为列入《目录》的危险化学品，并且主要成分质量比或体积比之和不小于 70%的混合物（经鉴定不属于危险化学品确定原则的除外），可视其为危险化学品并按危险化学品进行管理，安全监管部门在办理相关安全行政许可时，应注明混合物的商品名称及其主要成分含量 。
V. As for the hazardous chemicals of which main ingredients are listed in the Catalogue and the mixture of which the sum of mass ratio or volume ratio of main ingredients is no less than 70% (excluding those non-hazardous chemicals as identified according to identification principle), they are regarded as hazardous chemicals and shall be managed as hazardous chemicals. The safety supervision department shall specify the name and the main ingredients of the mixture when handling the relevant safety administrative license. 六、对于主要成分均为列入《目录》的危险化学品，并且主要成分质量比或体积比之和小于 70%的混合物或危险特性尚未确定的化学品，生产或进口企业应根据《化学品物理危险性鉴定与分类管理办法》（国家安全监管总局令第 60 号）及其他相关规定进行鉴定分类，经过鉴定分类属于危险化学品确定原则的，应根据《危险化学品登记管理办法》（国家安全监管总局令第 53 号）进行危险化学品登记，但不需要办理相关安全行政许可手续。
VI. As for the hazardous chemicals of which main ingredients are listed in the Catalogue and the mixture of which the sum of mass ratio or volume ratio of main ingredients is no less than 70% or chemicals with unidentified hazardous feature, manufacturers or importers shall identify and classify them in compliance with Administration Measures for Identification and Classification of Physical Hazards of Chemicals (Order 60 of State Administration of Work Safety), and register them as hazardous chemicals in compliance with “Administration Measures for Registration of Hazardous Chemicals” (Order 53 of State Administration of Work Safety) if they are identified as hazardous chemicals by identification principles, but shall not apply for relevant safety administrative license. 七、化学品只要满足《目录》中序号第 2828 项闪点判定标准即属于第 2828 项危险化学品。
为方便查阅，危险化学品分类信息表中列举部分品名其列举的涂料、油漆产品以成膜物为基础确定例如，条目 “酚醛树脂漆（涂料） ”，是指以酚醛树脂、改性酚醛树脂等为成膜物的各种油漆涂料各油漆涂料对应的成膜物详见国家标准《涂料产品分类和命名》（ GB/T 2705-2003）胶粘剂以粘料为基础确定例如，条目 “酚醛树脂类胶粘剂 ”，是指以酚醛树脂、间苯二酚甲醛树脂等为粘料的各种胶粘剂各胶粘剂对应的粘料详见国家标准《胶粘剂分类》（ GB/T 13553-1996） VII.
