11、ED产业政策综述2012-03-20 11:58:42近年来，世界各国都十分关心与人类生存密切相关的能源和环境问题，全球低碳经济成为当前最为热门的话题之一。而LED照明因其可靠性高、功耗低、寿命长、污染少、抗震能力强等优点被世界公认为节能环保产品的，产业发展前景备受看好，在巨大的潜在利益驱动下，许多国家纷纷制定产业发展政策，力图推动本国LED产业的快速成长。中国、美国、日本、欧盟、韩国等国家和地区近年来纷纷制定并实施各自的半导体照明计划，力争抢占这一技术的制高点。下面将主要分析我国及主要省市和世界各地的LED产业政策。我国LED产业政策 近几年，我国LED产业一直保持着良好快速的发展态势，已初
12、步形成从上游衬底、外延，到中游芯片，再到下游封装、应用产品这一较为完整的产业链，并在下游集成应用方面具有一定优势。目前，我国已经形成以珠三角、长三角、海峡两岸和北方地区为主的LED产业集聚地，以上海、深圳等7个国家半导体照明产业基地为重要增长极的空间布局。 为推动LED产业快速发展，我国早在“十五”期间就加大了对LED产业的扶持力度，近十年来更是接连出台若干重要的扶持政策，主要包括：（一）启动我国“半导体照明工程”，建立国家级产业基地 2003年3月，我国“十五”科技攻关计划“半导体照明产业化技术开发”重大项目正式立项，标志着国家半导体照明工程已进入实质性推进阶段。同年6月，科技部等多个部委及
13、北京等11个地方政府成立了国家半导体照明工程协调小组，并正式启动我国的“半导体照明工程”。2004年，协调领导小组先后批准建立了上海、厦门、大连、南昌、深圳、扬州和石家庄7个半导体照明产业基地，加快了我国LED产业的空间集聚，并推动了LED产业的快速发展。（二）实施财政补贴政策，组织开展LED照明示范工程 2008年，财政部、发改委联合发布了高效照明产品推广财政补贴资金管理暂行办法，规定高效照明产品以供货价格的3050%的补贴标准进行间接补贴。同年，科技部“十城万盏”LED路灯示范计划正式实施，以加快LED产品的示范推广。（三）专门出台产业发展的指导性文件 2005年，国家制定了半导体照明产业
14、发展计划以及2006年的技术发展路线图。2009年，为进一步推动我国半导体照明节能产业健康有序发展，培育新的经济增长点、扩大消费需求及促进节能减排，国家发改委、科技部会同多部委联合制定了半导体照明节能产业发展意见，明确提出了产业发展目标以及技术装备、照明产品及服务体系等三大重点领域，还从统筹规划、重大项目、示范工程、标准体系、鼓励政策和人才培养等方面提出了LED产业发展的政策措施。（四）“十二五”产业技术创新规划LED重点涉及技术开发 2011年11月4日，工业和信息化部印发了“十二五”产业技术创新规划，其中电子信息制造业涉及到LED产业重点开发技术有：LED外延生长、芯片制造关键技术、半导体
15、级单晶设备、高亮度LED芯片生产线和后封装设备、新型元件生产设备和表面贴装设备等重点电子专用设备关键技术、高效、高亮度LED器件技术、812英寸硅外延片等先进电子材料技术。（五）发改委发布中国逐步淘汰白炽灯路线图 2011年11月4日上午，国家发展改革委、商务部、海关总署、国家工商总局、国家质检总局联合印发了关于逐步禁止进口和销售普通照明白炽灯的公告(以下简称公告)。公告决定从2012年10月1日起，按照功率大小分阶段逐步禁止进口和销售普通照明白炽灯。 公告明确中国逐步淘汰白炽灯路线图分为五个阶段：2011年11月1日至2012年9月30日为过渡期；2012年10月1日起禁止进口和销售100瓦
16、及以上普通照明白炽灯;2014年10月1日起禁止进口和销售60瓦及以上普通照明白炽灯；2015年10月1日至2016年9月30日为中期评估期；2016年10月1日起禁止进口和销售15瓦及以上普通照明白炽灯，或视中期评估结果进行调整。通过实施路线图，将有力促进中国照明电器行业健康发展，取得良好的节能减排效果，预计可新增照明电器行业产值约80亿元（人民币）、新增就业岗位约1.5万个，行成年节电480亿千瓦时、年减少二氧化碳排放4800万吨的能力。（六）“十二五”城市绿色照明规划纲要发布 日前，住房和城乡建设部发布“十二五”城市绿色照明规划纲要(以下简称纲要)，要求各地结合实际，认真贯彻落实。 纲要阐明城市绿色照明的指导思想、基本原则、发展目标和重点工作以及保障措施，是各地“十二五”期间实施城市绿色照明的依据。要求积极发展城市绿色照明，建立有
