If fixed-line operators are able to successfully market converged services combining fixed lines and mobiles, the sectors decline could be limited. Threats ? Economic

7、 downturn and reduced consumer confidence could accelerate the fixed- line sectors decline as consumers look to reduce spending. ? Average revenue per access is likely to be affected by economic downturn as consumers cut down usage and/or demand tariffs reductions. ? Fixed-to-mobile substitution wil

8、l continue as will subscribers dropping their fixed lines for VoIP services. Broadband penetration is approaching 30% and is forecast to continue expanding. ? Functional se

9、paration of BT ensures alternative operators have fair and equal access to BTs network infrastructure. ? Healthy competition in the sector from operators utilising their own network infrastructure and operating over BTs network; this has resulted in BT controlling just a quarter of the market. ? Ser

10、vice bundles of broadband, pay-TV and fixed lines proved popular, helping to boost broadband growth and hold up ARPUs. Weaknesses ? Average reference broadband download speeds are low in relation to most of the UKs regional peers with the development of more advanced networks, such as fibre optic an

11、d ADSL2+. ? Broadband subscriber growth is forecast to slow over the remainder of our five-year forecast period. ? Mobile WiMAX has still not been licensed and licensing could continue to face further delays. Opportunities ? Development of more advanced broadband networks such as ADSL2+ and fibre-to

12、- the-home (FTTH) will pave the way for more value-added services (VAS) such as high definition IPTV and VoIP. ? Potential roll-out of a fibre network by Fujitsu in collaboration with Virgin and TalkTalk should catalyse network roll-out in this sector ? Potential for fixed broadband operators to mar

13、ket fixed-mobile broadband converged services. ? Carphone Warehouse/Tiscali merger into TalkTalk has created a powerful player in the broadband sector capable of taking the market leadership mantle from BT. ? Fixed-wireless operators such as BT and O2 could exploit demand for mobile broadband servic

14、es with their Wi-Fi offerings. Threats ? Weak economic outlook for the UK will limit broadband growth prospects as consumers look to rein in spending. ? Broadband ARPU is likely to be impacted by the economic downturn as operators are forced to cut tariffs to maintain growth. ? Popularity of 3G-base

Although not irreversible, a long-running peace process in Northern Ireland supported by successive Conservative and Labour governments appears to have brought over a quarter of a century of damaging secessionist armed conflict to an end. Weaknesses ? Following the May 2007 elections, Scotlands first minister is Scottish National Party First Minister Alex Salmond. His party advocates independence for Scotland and
