1、上海海事大学硕士论文 我国物流服务产业性质及政策研究摘 要作为国民经济中一个新兴的产业部门，物流服务产业所具有的经济价值已得到世界各国的公认。美国、日本和欧洲等先进国家和地区早已将物流作为一种产业纳入国民经济的发展之中，通过法规、大纲、规划等政策形式给予积极的引导和扶持。而在我国，由于物流服务产业处于起步发展阶段，人们对物流服务产业及其发展政策还缺乏较为系统的研究，因此本文试图在这方面有所贡献。本文在对物流、物流服务、物流服务产业等概念进行界定及其相互关系分析的基础上。首先对物流服务产业的性质进行了研究，认为物流服务产业不是一个独立的产业，其具有明显的复合性特征以及系统层次性，物流服务产业的复
2、合性要求在政策上明确产业发展方针和总体目标，同时加强管理体制的协调和相关综合性政策的制定，其系统层次性要求在政策上扶持各层次发展所依托的要素，进而推动产业的发展，由此，本文弥补了从物流服务产业理论角度研究物流政策的不足。其次，本文分析了我国物流服务产业发展现状，指出其发展所面临的管理体制、市场、技术等方面的制约因素，为我国物流服务产业发展政策的制定提供了现实依据。接着，本文对美、日、欧各国物流政策做了较为详细的介绍和对比，发现各国在宏观物流管理上虽或以法律类政策为主、或以行政类政策为主，但都在法律类政策基本维护物流领域经济秩序的基础上，通过制定积极和及时地行政类政策，从产业宏观发展、管理体制协
3、调以及系统各层次建设三个方面给予产业以引导和扶持，从而为我国物流政策的制定提供了有益的借鉴。然后，笔者又对我国现行物流政策以法律类和行政类两种基本形式进行了归纳和分析，并与发达国家进行对比，认为我国法律类物流政策是比较完善的，而行政类政策则缺乏系统性、及时性和针对性等较多问题，进而提出完善我国物流政策的基本思想和原则。最后，在这些基础上，论文从产业的发展方针和总体目标、管理体制的完善和相关综合性政策的制定、系统各层次的建设三个层面形成对我国物流服务产业政策体系的构想，并提出建议。综上所述，物流服务产业作为国民经济发展的动脉和基础产业，其发展程度已成为衡量一个国家现代化程度和综合国力的重要标志之
4、一。因此，我国从战略高度认识、发展物流服务产业显得尤为重要。衷心希望本文对我国物流服务产业及其发展政策问题所进行的探索性的讨论，能为我国物流服务产业的发展提供一些参考。关键词：物流服务产业，复合性，系统层次性，物流政策ABSTRACTAs one burgeoning industry in national economy, logistics service industry and its economic value have received recognition from the world countries. Some developed countries and area
5、s such as America, Japan and Europe have considered logistics as an industry in national economy development, and they give active guidance and support through rule of law, guiding principle and programming etc. While in our country because this industry is at its infant stage, systematic research t
6、o logistics service industry and its development policy is scarce. This paper tries to contribute in this field.This paper gives definition to logistics, logistics service and logistics service industry and their relations. Firstly I introduce the character of logistics service industry, and believe
7、 that it is not an independent industry, it has obvious character of compound and systematic levels. Furthermore its compound nature requires policy support to elements relied by development of different level, thus to promote industry development. This paper fetches up the deficiency of logistics p
8、olicy study from perspective of logistics service industry theory. Secondly, this paper analyzes the current development situation of logistics service industry in china, and points out its restricted factors such as management system, market, technology etc. These will provide realistic grounds for
9、 the policy making of our logistics service industry development. Then after introduction and comparison of logistics policy in America, Japan and EU, the paper finds out, no matter these countries focus on policy in law or policy in administration, they all offer guidance and support to the industr
10、y from such aspects as macro development of industry, management system coordination and system building at different levels, based on the economic order in logistics fields maintained by policy in law. All above supply beneficial reference for the establishment of logistics policy in our country. T
11、hirdly the author sums up and analyzes our current logistics policy in terms of law and administration regulation. After comparison with developed countries, I believe that our logistics policy in law is relatively perfect, but policy in administration is lack of system, time and pertinence etc, and
12、 propose some basic ideas and principles to improve our logistics policy. At last the policy system and proposal to our logistics service industry come into being from aspects of development guideline & general goal of industry, improvement of management system, establishment of integrative policy a
13、nd system building in different levels.In a word, logistics service industry as a basic industry of national economy; its development level has been one of important symbols of a countrys modern level and comprehensive power. So we should insight and develop logistics service industry from strategic
