1、基于基于 DMS1000EDMS1000E 系统的武威配网应急系统的武威配网应急 抢修监控平台的设计与应用抢修监控平台的设计与应用 II 摘摘 要要 根据建设一流县级供电企业标准及考核细则中的有关规定,配电系统供 电可靠率要求达到 99.4%。配网故障综合抢修是电力系统安全运行中的一项重要 工作,直接影响供电可靠性,科学高效的抢修管理可以提高配电网供电可靠性和 配电服务质量。目前的数字化配网故障抢修管理模式还存在着人员配备不合理、 流程不规范等一些问题,影响了配网抢修质量和效率。当前的配网抢修模式主要 是以技术的改进来提高抢修效率和质量,在技术的发展的遇到瓶颈时,这种模式 无法解决以上问题。如

2、何通过对供电企业综合抢修管理模式的研究,來提高故障 抢修管理水平,缩短各类故障抢修时间,提高抢修效率,是供电企业面临的一个 现实问题。 配电系统具有设备多样性和结构复杂性的特点,一旦因突发事件造成多处故 障后,仅靠配电网管理人员通过经验做出的抢修调度决策往往缺少定性与定量分 析,很难实现最佳抢修效果。本文在参阅国内外相关文献的基础上,旨在基于现 有小型配网自动化系统,设计并应用一种新的配电网应急抢修平台,减少配电网 故障造成的社会经济损失。 武威地区配电系统规模的不断扩大,新能源的发展使得配电管理系统可 能大量接入分布式电源、微网、储能系统,配电系统需求将满足自愈、互动、兼 容等,因此在配网管

3、理系统的设计上围绕县级供电局对城市配电网生产管理、供 电可靠性、设备运行效率和设备利用率的业务需求,借鉴国际上最先进的管理思 想,依据 IEC 61850 等相关规范,对配电网资源(功能位置及设备)进行一体化 建模管理,以工单为主线,实现设备资产全活动周期的跟踪管理。建立标准开放 的编码体系及数据交换标准,在应用集成平台之上实现与配网工程项目管理系统、 配电系统、电力营销系统等等的无缝链接与数据、流程互通。满足分步式电源、 储能装置、微网接入和监控、配电网自愈控制、系统调度、多能源互补的智能能 源管理以及与智能用电系统的互动等智能配网需求。实现配电网资源(功能位置 与设备)的全生命周期管理,确

4、保配网生产管理的“可控、在控” ,使运行管理 水平大幅度提高。并为以后的营配一体化奠定基础。通过配电网管理系统的建设, 提高城市电网供电能力和改善供电质量,提高配电网安全预警及供电应急能力, III 创新运营和管理水平;可以实现对故障的快速、准确定位。可以充分了解供电网 运行的全面真实的情况,切实解决了调度盲区问题。更重要的是,可以实现对配 网生产抢修指挥提供强有力的支撑。 关键词:关键词:智能变电站、智能组件、IEC 61850、数字化、虚端子 IV ABSTRACT According to the relevant provisions of the “building a first-
