Weholdthesetruthstobeself-evident,thatallmenarecreatedequal,thattheyareendowedbytheirCreatorwithcertainunalienablerights,thatamongthesearelife,libertyandthepursuitofhappiness.Thattosecuretheseri
3、ghts,governmentsareinstitutedamongmen,derivingtheirjustpowersfromtheconsentofthegoverned.Thatwheneveranyformofgovernmentbeesdestructivetotheseends,itistherightofthepeopletoalterortoabolishit,andtoinstitutenewgovernment,layingitsfoundationonsuchprinciplesandorganizingitspowersinsuchform,astothemshall
4、seemmostlikelytoeffecttheirsafetyandhappiness.Prudence,indeed,willdictatethatgovernmentslongestablishedshouldnotbechangedforlightandtransientcauses;andaccordinglyallexperiencehathshownthatmankindaremoredisposedtosuffer,whileevilsaresufferable,thantorightthemselvesbyabolishingtheformstowhichtheyareac
5、customed.Butwhenalongtrainofabusesandusurpations,pursuinginvariablythesameobjectevincesadesigntoreducethemunderabsolutedespotism,itistheirright,itistheirduty,tothrowoffsuchgovernment,andtoprovidenewguardsfortheirfuturesecurity.Suchhasbeenthepatientsufferanceofthesecolonies;andsuchisnowthenecessitywh
6、ichconstrainsthemtoaltertheirformersystemsofgovernment.ThehistoryofthepresentKingofGreatBritainisahistoryofrepeatedinjuriesandusurpations,allhavingindirectobjecttheestablishmentofanabsolutetyrannyoverthesestates.Toprovethis,letfactsbesubmittedtoacandidworld. Hehasrefusedhisassenttolaws,themostwholes
7、omeandnecessaryforthepublicgood. Hehasforbiddenhisgovernorstopalawsofimmediateandpressingimportance,unlesuspendedintheiroperationtillhisassentshouldbeobtained;andwhensosuspended,hehasutterlyneglectedtoattendtothem. Hehasrefusedtopaotherlawsfortheacmodationoflargedistrictsofpeople,unlethosepeoplewoul

Hehascalledtogetherlegislativebodiesatplacesunusual,unfortable,anddistantfromthedepositoryoftheirpublicrecords,forthesolepurposeoffatiguingthemintopliancewithhismeasures. Hehasdissolvedrepresentati

Hehasrefusedforalongtime,aftersuchdissolutions,tocauseotherstobeelected;wherebythelegislativepowers,incapableofannihilation,havereturnedtothepeopleatlargefortheirexercise;thestateremaininginthemeantimeexposedtoallthedan

Hehasendeavoredtopreventthepopulationofthesestates;forthatpurposeobstructingthelawsfornaturalizationofforeigners;refusingtopaotherstoencouragetheirmigrationhither,andraisingtheconditionsofnewappropriationsoflands. Hehasobstructedtheadministrationofjust
11、ice,byrefusinghisassenttolawsforestablishingjudiciarypowers. Hehasmadejudgesdependentonhiswillalone,forthetenureoftheiroffices,andtheamountandpaymentoftheirsalaries. Hehaserectedamultitudeofnewoffices,andsenthitherswarmsofofficerstoharaourpeople,andeatouttheirsubstance. Hehaskeptamongus,intimesofpea

15、lteringfundamentallytheformsofourgovernments: Forsuspendingourownlegislatures,anddeclaringthemselvesinvestedwithpowertolegislateforusinallcaseswhatsoever. Hehasabdicatedgovernmenthere,bydeclaringusoutofhisprotectionandwagingwaragainstus. Hehasplunderedourseas,ravagedourcoasts,burnedourtowns,anddestr
