14、面分析。以上类似的常规评价方法都多少有些问题，但是本文所采用的模糊综合评价方法不同，它解决问题比较全面，因此它适用于解决测量招标，因为测量招标中有很多复杂问题可以通过该方法进行解决。同样此方法也在其他很多领域得到十分广泛的应用，因此我们在未来社会发展中我们应该继续开发和推广模糊综合评价方法并且运用到实际的测量招标方案中去。1.2 研究目的与意义目的：是通过模糊综合评价方法来解决在测量招标过程中所遇到的大量并且难以量化的定性指标问题。具体建立在综合评价方法的相关理论基础上，依据测量招标过程中的实际情况，先明确评价因素，然后对量化标准的确定，其次采用层次分析法确定问题指标权重，然后对模糊综合评价模
15、型的建立。研究意义：在测量招标的选择时，可以让分析者清晰、便捷的选择提供一个科学、合理的综合评价方法，1.3 模糊评价法的发展概况在二十世纪60年代 ，美国著名控制论专家L.A.Zadeh对模糊集合（Fuzzy Sets）论文的发表，该论文标志着模糊数学的诞生，使得数学的思维和方法可以用来处理模糊的现象问题，通常称其为模糊数学的基础。模糊综合评价方法随着社会的发展在人工智能、专家系统、人文科学、环境质量监督、测量招标等等各领域都有着极为广泛的运用，充分体现了模糊评价法在模糊性方面的优越性。1在测量招标过程中，除了上述方法还有其他很多使用方法如下：单项评议法：又称单元素评议法、低标价法，单项评议法的主要特点是不考虑其他因素，只对价格因素进行评议，报价低的投标人便可以中标。这种方法的特点是要借助于一个可以作为评标定标参照物的价格，在标定中给出一个参考价格，通过参考价格来定，适合小型测量工程招标。优点是给了评标工作比较简单、便捷，不足之处是，难以说清楚问题的科学、合理性。投标人为了中标对价格进行人为压低，从而导致恶性竞争极容易形成串标等现象。定性综合评议法：又称专家评议法，一般指专家会根据报价、施工周期、质量、公司过往经验、测量技术方案等指标，对投标文件进行定性分析比较从而选择各项指标条件都比较优良的投标人为中标人，也可用记名或无记名投票表决的方式确定中标人。优点是利于评标组织成员之间
