11、象素质增强，统战对象知名度和影响力越来越大。现有的统战机制体制只有不断与时俱进，才能适合基层特别是乡村新情况下统战工作开展的需要。为寻求更加适合乡镇基层新形势下开展统战工作的最佳方法，夯实统一战线基础，不断壮大基层爱国统一战线，为构建和谐社会做贡献，现就如何搞好新形势乡村基层统战工作做如下初浅探讨。一、深层次了解基层统战工作对象及发展趋势（一）目前乡镇统战对象构成情况近二十年来，社区和农村的情况和面貌发生了翻天覆地的变化，社区和农村统战对象也不再是以前单纯的台胞亲属和少数的民族宗教人士，而是范围越来越广泛，结构越来越复杂。目前主要包括一下人士：1、新的社会阶层人士，新的社会组织人士，新的经济组
12、织人士，有的虽和主管部门联系，但大部分工作、生活于社区或乡村；2、从城市回流到农村的创业精英，已在本土创业或准备创业的人士；3、社区和农村中的非公有制经济代表人士； 4、乡镇党外副乡镇长及党外干部，学校和医院的党外知识分子等；5、社区、乡村中的各级党外人大代表、政协委员；6、广泛分布在乡村中的台港澳侨属、归侨、定居台胞；7、分布于广大乡村的民族宗教界人士等。（二）基层统战对象的发展趋势随着社会主义和谐新农村建设步伐加快和农村土地流转政策的实施，将有大批从事农业的科技人员，新办的非公企业的经营管理精英，新的经济组织，新的社会阶层人士涌现出来。根据新的政策要求，基层的党外干部和知识分子将越来越多，
13、基层的统战对象将会越来越广泛。而统一战线的一项重要职能就是凝聚人心，团结力量。根据这一发展趋势和形势需要，现行的统战政策和统战工作已面临新的挑战。二、全面了解基层统战工作现状及存在的问题党的十一届三中全会后，统一战线事业在我国的政治建设、经济建设和改革开放等方面做出了突出的贡献，社会各界对统一战线的认识有了很大提升，但在乡镇基层的某些地方还不同程度存在以下问题：1、统战观念淡薄。一些社区、农村的部分群众对统一战线较陌生，不大了解统一战线是怎么回事，有的边远闭塞的地方，群众对统一战线甚至没有听过。2、统战工作经费安排少，活动开展少。有的乡镇虽配备了统战委员，但主要工作精力放在宣传工作和中心工作上
14、，统战工作上面布置的任务相对少一些。3、缺少宣传，基层统战工作知名度和透明度不高。虽然以前通过统战扶贫、联络台港澳侨胞等工作，使一些群众知道有统战部和统战工作，但究竟统战部是做什么的，统战工作是怎么回事，还有少部分群众不知道，统战工作在某些农村没有其它工作那么有知名度。4、社区、村委会无兼专管统战人员，更无场地、无经费、无载体、无平台。活动无法开展，也普遍认为没什么活动可开展。一部社区、农村的统战工作没真正开展起来，特别是边远地区，有的地方还是统战工作盲区，统战工作空白，有待各级党委去开辟这方领地，用社会主义的意识形态去占领这块阵地。三、进一步明确搞好基层统战工作的措施根据国内外形势发展的需要
15、，统一战线发展的客观要求，社区农村的实际情况，我认为要做好新时期的基层统战工作，需要从以下几个方面入手。1、提高认识，树立基层统战工作新观念。过去一段时间，统战工作根据国内国际形势的需要，的确热在上头，冷在下头，上级重视，下级忽视。上面优势明显，无可替代，下面无所作为，基本是只起到发挥配合和陪衬的作用，但经过过去相当长时间的发展，统战对象已开始下移，因此统战工作也应开始下延。各级党委要审时度势，用科学发展观指导工作实际，充分运用好我党统一战线这一法宝的作用，提高对统战工作新情况、新形势的认识，树立统战工作新观念，加大社区、乡村统战工作力度，推进基层统战工作的开展，凝心聚力促进当地的经济和社会发
16、展。2、开展调研，制订基层统战工作新政策。基层统战工作是最基础的平台，是一个系统工程，对基层统战工作的方方面面要加强调研，做到有的放矢，决策科学，要出台针对性强、操作性强、可行强的基层统战工作新政策。3、加大宣传，营造基层统战工作新氛围。充分利用电视广播、报刊杂志、网络等新闻谋体和黑板报墙报等群众易于接受的宣传形式，广泛系统地宣传党的基层统战工作政策，宣传基层统战工作的好典型好事迹，宣传基层统战对象的好风采，让党的基层统战工作和统战政策家喻户晓，人人皆知。4、因势利导，加强基层统战工作队伍建设。增强乡镇统战委员的责任心和工作热情，提高乡镇统战委员的工作能力和业务水平。社区、村统一设置统战联络员，由村支部书记、社区负责人兼任。乡镇街道统一成立工商联分会、商会，台侨联小组，组长由统战委员兼任。定期或不定期开展业务培训，不断提高统战人员和统战政策和业务水平。鼓励统战对象积
