1、环境污染责任保险制度的发展背景篇一：环境污染责任保险现状研究和对策分析环境污染责任保险现状研究和对策分析摘 要随着工业化进程的不断加快，经济的高速发展为人类带来了严重的环境破坏与资源浪费，尤其是在21世纪的今天，全球环境污染事件频繁发生。而一旦发生环境污染事件，就会伴随着严重的环境问题与污染治理问题，但由于目前国内对于环境污染的问责以及赔偿机制不够完善，使得生态环境的破坏得不到应有的治理，污染受害者得不到应有的赔偿，社会矛盾加剧。因此，基于环境污染造成的各种社会问题，笔者认为，对于构建完善的环境污染保险制度对我国经济的发展与社会稳定具有重要理论价值与实践意义。当前，国内在环境污染赔偿问题方面的
2、研究尚浅不足，尤其是在赔偿立法方面，还存在着许多问题，使得在处理环境污染事故时，环境破坏不能够得到及时有效治理，受害者不能得到应有赔偿。影响环境污染责任保险市场发展的因素有很多，而其中最主要原因就是该机制的本身缺陷。笔者以国外发达国家在环境污染保险机制成功实践为基础，深入研究完善国内环境污染责任保险制度的渠道。第一章，笔者简要概述了环境污染责任保险机制的发展历程，并总结其实践的必要性与价值。第二章，对国内外研究状况进行分析，探讨国际各国环境污染问责机制的优缺点并对具体实践的成果予以评价。第三章，阐述了环境污染责任保险制度对社会管理的作用。第四章，介绍国外成功的实践成果。第五章结合我国国情，提出
