13、算表四、施工组织设计第一章 总体施工组织布置及规划第一节 工程概况一、工程简介丹江口市城区至土关垭公路改建工程,该项目第4标段起点桩号为K7+100,终点桩号为K12+400,全长5.3公里,本标段重点工程有路基土石方、排水工程、涵洞、桥梁工程。二、设计标准该公路为双向四车道一级公路,路基标准宽度24.5米;设计时速为80km/h;三、编制依据编制依据:招标文件、招标补充通知、设计图纸、本公司施工管理水平和可调用到本工程的资源、有关的现行最新公路工程施工技术规范和质量标准。四、编制原则总的原则是满足招标文件要求和符合现场实际施工需要,确保工程安全、优质、按承诺工期完工。1、遵守国家法律、法规,

14、服从甲方、遵守设计原则;2、确保工期原则;3、质量达到精品创优原则;4、安全第一,预防为主的原则;5、科学管理的原则;6、保证文明施工的原则;7、加强工程成本控制的原则;8、遵照执行现行技术标准、施工规范的原则。第二节 总体施工组织布置一、施工总体安排及基本目标(一)、施工组织的基本思路及原则组织精干、高效的项目经理部,对技术标准高的重点、难点项目,针对性地组织专业化施工队进行施工。发挥公司优势,科学配置性能良好的机械设备,有效的组织机械化快速施工。实施项目法管理,积极推广“四新”技术,优化施工方案,纵观全局,抓住关键,统筹安排。对于重点、难点工程组织开展技术攻关。坚持试验先行,信息化施工,以

15、检测控制工序,以工序控制过程,推行高标准质量管理,严密组织、精心施工,重守信用,确保优质、高效、如期、安全的完成本合同段施工认为。 施工组织工作按照“两高,三精,四快的原则”进行组织。“两高”就是进度、质量、安全的总体安排上做到高起点,高标准要求;“三精”就是组织精干机构,选配精干人员,配置精干设备;“四快”就是上场快,安家快,开工快,形成规模施工快。(二)、施工组织机构的设置若我单位中标,将组建“丹江口市城区至土关垭公路改建工程04标段项目经理部”,项目经理部拟设在K10+000处,内设工程技术部、工地试验室、质检安全部、计划财务部、综合办公室等三部二室。项目经理部下设两个工区负责施工任务,路基工区、桥梁、涵洞工区、附属工区,分别负责完成所属段落内的路基、桥梁、涵洞、排水和防护工程。项目经理部组织机构框图详见“拟为承包本标段工程设立的组织机构框图”,各工区具体施工内容详见“各工区人员及任务安排表”(三)人员安排本合同段计划上场人数635人,其中施工管理人员共15人;项目部管理人员中高级职称人员5人,中级职称人员10人;(四)、项目管理目标1、施工总工期根据建设方工程总工期的要求和本合同段的地形特点和工程特点,结合我单位的施工能力,我公司计划施工总工期为17个月,计划于2011年6月15日开工,2012年11月15日前完成本合同段的全部工程。若建设单位对工期另有要求,我们将
