13、布了关于限期禁止在城市城区现场搅拌混凝土的通知，确定了禁止现场搅拌的城市，并且明确规定了城区禁止现场搅拌的时间表。各地政府根据国家政策法规及本地实际情况，也纷纷出台叻相关文件，大力鼓励和支持预拌混凝土，大大促进了建设单位和施工单位使用预拌混凝土。 6、安吉县商品混凝土行业现状安吉县商品混凝土行业概况。安吉县商品混凝土行业起步较晚，直到2006年真正意义上的商品混凝土才开始进入建材市场。但安吉县商品混凝土行业总体水平还有待提高，与安吉城乡建设的地位还不相称，与其它发达城市相比，还有很大的发展的空间。2012年安吉县形成生产规模的搅拌站3个，另有筹建中1个，且都建在安吉县城区的东面，而整个县城西部
14、没有一个混凝土搅拌厂。安吉县2011年实际产量为100万方，设备开工率大大的高于全国的和浙江搅拌站企业的平均开工率，很多时候在超负荷运转。随着离国家经贸委发布的混凝土发展时间表所规定的时间的到来，和安吉县建筑市场的快速发展，安吉县的混凝土发展速度将得到较大的提升，在安吉县新建立混凝土搅拌站是结合整体环境的发展趋势的。目前，安吉县作为国家重点发展县，国家同意安吉县建设国家可持续发展实验区。这是对安吉实施生态立县、工业强县、开放兴县战略，实现经济社会快速、健康和可持续发展的肯定与激励，全县经济社会的科学发展将由此迈上一个新台阶。以“中国美丽乡村”建设为载体，扬生态之长补产业之短，努力推进人口、资源
15、、环境、经济、社会、生态的协调发展，城乡统筹发展形成特色，科技推动产业升级取得较好成效，循环经济快速发展。发展绿色建筑与建筑节能已成为构建资源节约型、环境友好型社会，促进可持续发展的重要措施，大规模推广绿色建筑是今后建设工作的重要内容之一。安吉县作为国家重点县也被纳入绿色建筑与节能试点县。因此，安吉县的开发对促进本县预拌混凝土生产的发展，无疑将起到极大的促进作用，并且发展的速度必将大大加快，现有搅拌站的生产能力难以跟上发展的步伐，现有搅拌站的生产供应将经受严峻的考验，新建搅拌厂能解决这一急待问题。7、2011年，安吉县3家搅拌站的市场供应总量为100万立米，市场的需求量预计超过130万立方米以
16、上，自2008年初到目前，安吉县商品混凝土市场一致呈现需求大于供应的局面，主城区供不应求、综合实力较强的搅拌站供不应求，现有2家搅拌站做到了满负荷运转，搅拌站正在考虑通过技术改造扩大再生产,并在市场上有选择性的接订单。并且各镇乡的发展而言基本上还是空白。三、拟建混凝土搅拌厂的设想1、商品混凝土搅拌厂的建设。为了抢占先机，尽早抢占市场份额，获得丰厚的投资回报，2012年我们应尽早申请在安吉县设立搅拌站。搅拌站拟建在安吉县西部的孝丰镇湖斗村，计划在投产后第一年完成20万立米混凝土，打开市场并迅速抢占市场，第二年上一个新台阶，完成25-30万立米混凝土以上，货款回收率90%以上，产销量稳步上升，经济效益稳步提高，顺利实现经营目标。通过市场需求分析，可以看出，在未来十年内，市场需求量会显著增加，这几家搅拌站基本不能维持现有的生产能力和获利水平，市场竞争的加剧将在10年以后。将来，搅拌站的规模、设备的优势、管理、市场营销、质保能力、服务将成为竞争
