1、HW 独立学院教师绩效评价体系研究 摘要 当今社会,科技进步和发展日新月异,国际竞争日趋激烈,国与国之间的竞争,说到 底就是知识的竞争、人才的竞争,是民族创新能力的竞争,只有大力发展我国的科技教育 事业,把我国丰富的人口资源转变为巨大的智力优势和人才优势,才能在竞争中处于不败 之地。 随着教育体制改革的进一步深入,教育投入的不断增加,我国的高等教育水平显著提 高,办学形式的多样化和系统化使得高等教育由精英层逐步转向大众教育模式。但公共教 育资源的严重短缺限制了这一转化的进程,如何能够又快又好的普及高等教育?民办独立学 院的出现为此问题提供了一个解决思路,各地的独立学院如同雨后春笋般发展起来。进

2、入 21 世纪,国际间人才竞争日益激烈,国内对高端人才的需求也不断增加。建设一流大学, 培养优质人才,除了需要提高教学质量与科研能力外,也需要一流的学校运营管理和考评 激励体系。后者对于自筹资金、自负盈亏的民办独立学院而言更是如此,运用高效、现代 化的管理模式和科学、专业化的管理方法提高竞争力、控制成本、发挥社会效益和经济效 益是独立学院发展的必然选择。 独立学院是在我国高等教育大众化及跨越式发展的背景下,为满足人民群众日益增长的 对高等教育多样化的需要而创办的一种新的高等教育办学模式。自 20 世纪 90 年代末, 独立学院作为一种新机制在高等学校产生以来,发展迅速。截止 2010 年,经教

3、育部批准 和确认的独立学院达到 332 所,形成了一支不可忽视的力量。经过 10 余年的快速发展, 独立学院已经步入由规模扩张向内涵发展的崭新路径。在此过程中,建立一支稳定的、高 素质的师资队伍,不仅是独立学院教学水平的保证,也是独立学院能够取得社会认可、实 现长期生存发展的关键。而高素质的师资队伍的建立,必然离不开一套科学、公平、高效 的教师绩效评价体系。由于独立学院教师及教师工作的特殊性和复杂性,目前尚无一套公 认的、科学的绩效评价体系。独立学院能否建设高素质的教师队伍,关键就在于能否建立 健全一套行之有效的教师绩效评价体系,对教师的绩效进行公开、公平、科学、高效地评 价。 该论文是在前人

4、关于教师评价、教师评价体系以及评价方法等方面所做工作的基础上, 以 HW 独立学院为基本研究对象,通过继承、分析和发展,对 HW 独立学院的绩效评价体 系的现状以及存在的问题进行了分析,同时结合 HW 独立学校的现实实际,引入 KPI 和 BSC 的有关前沿思想,初步设计了一套适合于 HW 独立学院教师绩效评价的体系。归纳起 来主要取得了以下成果: 1、 论文在对绩效考核的相关理论进行系统阐述的基础上,对绩效考核 KPI 指标体系 的相关理论进行了梳理。 2、论文通过对 HW 独立学院教师绩效考核研究现状的分析,系统总结了目前 HW 独 立学院绩效考核体系中存在的问题和不足,并提出了构建 HW

5、 独立学院教师绩效考核体系 的原则。 3、论文依据所提原则,以目标一致性理论和关键绩效指标考核理论作为指导,结合 HW 独立学院的现状,提出了构建 HW 独立学院教师绩效考核体系的方法和步骤,确定了 HW 独立学院的主体,并构建了独立学院教师的绩效考核指标体系。 论文的创新之处在于从不同的视角对绩效考核指标的重要性进行了实证研究,以目标一 致性理论和关键绩效指标理论为指导,以实证数据为依据,运用层次分析法构建了 HW 独 立学院的绩效评价体系。 关键词:绩效 评价 考核指标 独立学院 Research on appraisal system on teacher performance of

7、e and talents ,or it is the competition of national innovation ability, only devoting major efforts to developing Chinas science and technology education career, can we make our country convert rich population resources into great intelligence advantage and talent advantage, can we maintain the comp

Along with the reform of the education become further and further, the education investment is increasing, our countrys higher education level has improved markedly, the form of diversification and systematic makes the higher education convert the elite to mass edu

9、cation mode gradually. But the serious shortage of public education resources limits the transformation process, how can we popularize the higher education fastly and primely? The emergence of independent colleges run by the local people for this problem provides a solution, each district of indepen

10、dent college is developed as the bamboo shoots in spring sprout . In the 21st century, the international talent competition is becoming more fierce, the domestic demand for high-end talents is also increasing. When constructing a first-class university, training high quality talents, our country not

11、 only need to improve the quality of teaching and scientific research ability outside, but also need the first-class school operation management and appraisal incentive system. The latter is more suitable for these independent colleges run by the local people,which is self-raised funds, responsible

12、for their own profits and losses using efficient, modern management mode and scientific, professional management methods to enhance the competitive ability, cost control, giving full play to the social benefits and economic benefits is the inevitable choice for the development of independent institu

Independent institute is a new mode of running higher education, which is established under a popular higher education in our country and the great-leap-forward development background, in order to meet the peoples growing to higher education and the need of diversification. In the 1990s, as a ki

14、nd of new mode since the higher school has produced, independent college is developed rapidly. By the year 2010, approved by the ministry of education and confirmation of independent college to 332, formed a force that cannot be ignored. After ten years of rapid development, independent college have

15、 entered into the transition period of the expansion of the development invert to the connotation of the new path. In this process, the establishment of a stable, high-quality teachers team, is not only the guarantee of independent college teaching level, but also can be achieved in the independent

16、institute of social recognition, and realize the key to the development of long-term survival. But the establishment of the high quality teachers teams , inevitably need a set of scientific, fair and efficient teacher performance appraisal system. Due to the independent college teachers and teachers jobs particularity and complexity, there is no a set of male. Acknowledge, scientific performance evaluation system.
