11、科长白项目总体概念设计任务书一、 项目概况及用地分析（一）用地自然条件概况及分析1.1.1 宗地位置宗地位于南部“和平区长白科技开发区”，浑南新区的西侧，沈阳市竖向中心轴沿线，浑河南岸，沈苏快速路东侧，属于规划中的银带重点工程项目。距沈阳站4公里，距太原街商圈3.5公里，距沈阳北站8公里，距沈阳桃仙机场16公里。宗地宗地城市位置图1.1.2 宗地现状(1) 宗地四至范围：宗地东至规划路；南至长白西路；西至胜利路（规划） ；北至滨河路（规划）。本次概念规划设计范围为其中的A、CB地块。宗地四至范围图(2) 宗地现状地形地貌：宗地位于浑河水系冲击而成的浑河平原上，地势平缓，南高北低，东高西低，平均
12、自然标高为38.3米。宗地整体呈不规则多边形。(3) 绿化植被与水面：宗地北侧有浑河，河面宽约300米。宗地内无地表水。(4) 气候气象区域气候属于北温带半湿润大陆性季风气候，年平均气温8.9，最高气温38.3，发生在7月；最低气温-30.6，发生在1月；年平均降雨量724.4毫米，降雨在年内分配不均匀，其中7-8月降雨量占全年降雨量的50%左右；多年平均日照时数为2444.4小时，最多在5月，日照时数为256.7小时，最少在12月，为155.9小时。夏季主导风向为东南风，冬季主导风向为西北风。(5) 水文地质l 区内地下水在自然条件下成无色、无味、透明、水温10-11度，PH6.6-7.2。
13、区内地下水主要超标指标为铁、锰、氨氢。全年最高水位8-9月，最低水位在4-5月，地下水位埋深一般在6.0-10.0米。l 地质条件好，历史上最大地震震级为5.5级，地震烈度为7度。(6) 特殊地下物宗地地下无文物、地下军用设施及管线、地下油罐房或其它大型地下建筑物。（二）宗地社会条件概况及分析1.2.1 区域现状与规划区域现状：l 长白地区总占地10平方公里，原隶属于东陵区，后浑南新区成立划到新区成为六大组团之一长白综合组团。2001年11月长白乡划归和平区管辖更名为“和平区长白科技开发区”。行政隶属的变更直接带动土地升值。（长白地区原土地级别为7级，现为6级）l 长白地区是和平区向南延伸的唯
14、一通路，南京街贯穿沈阳市南北，是沈阳市三条主要南北纵向交通干道之一，道路网辐射范围大。南京街浑河北部沿线是沈阳市最为繁华的商业街；浑河南部沿线通往近年来发展迅速的苏家屯副城。宗地位于南京街中部路段，与南京南街通过工农桥相连（该桥宗地区域位置图是和平区通往大学城、浑河大市场、中顺汽车城的主要通路）。l 长白地区距太原街商圈近（直线距离约3.5km），商服配套设施齐全。太原街商圈位于沈阳市中心繁华地带，是集商住、饮服、文化娱乐为一体的多功能商业社区。区域规划设想：l 长白新城（长白地区）将成为以科技文化、商贸办公、休闲娱乐为中心，集居住、高新产业于一体的综合性新城。规划人口为13.5万人，规划用地
