12、医疗卫生保障7.5 治安维护7.6 经费保障7.7 技术保障8 监督管理 8.1 宣传教育8.2 培训8.3 演练8.4 奖惩8.5 预案管理 1 总则1.1 编制目的为快速科学应对我县建设工程施工及使用过程中可能发生的较大质量安全事故，明确有关机构职责，建立指挥统一、协调有序的应急救援体系，及时、有序、高效、妥善地处置事故，排除隐患，最大限度地减少人员伤亡、财产损失以及不良社会影响，维护社会稳定，编制本预案。1.2 编制依据依据中华人民共和国建筑法、中华人民共和国安全生产法、中华人民共和国突发事件应对法、建设工程安全生产管理条例、建设工程重大质量安全事故应急预案等。1.3 适用范围（1）适用
13、于我县房屋建筑和市政基础设施工程新建、扩建、改建、拆除活动中发生质量安全事故的应急处置工作。（2）适用于我县已建成房屋建筑和市政基础设施因工程质量原因发生坍塌，造成或者可能造成人员伤亡，对周边生产生活和社会秩序造成严重威胁或导致重大经济损失的质量安全事故。1.4 工作原则（1）统一领导，分级负责。在县政府的统一领导下，明确各相关部门的职责及应急工作程序，确定各建筑施工企业和咨询机构相应职责，有效地处置突发事件。（2）统筹协调，快速反应。统筹安排各部门应急工作任务，加强各部门的协调与合作，密切配合，保证重大信息及时报告、准确传递、快速处置。（3）长效管理，落实责任。建设工程以保障安全为首要目标，
14、实行强化政府监管与企业规范经营相结合的长效管理原则。根据突发事件的影响人口、危害程度进行分级，确定不同级别的情况报告、预案启动、应急响应程序，落实建设工程质量安全事故应急责任机制。2 事故分级按事故的严重程度和影响范围，将建设工程质量安全事故分为特别重大、重大、较大、一般事故四级。2.1 特别重大事故（级）（1）房屋建筑和市政基础设施工程新建、扩建、改建、拆除活动中，发生一次死亡30人以上，或一次造成直接经济损失1亿元以上的事故和事故险情。（2）已建成房屋建筑和市政基础设施因工程质量原因发生坍塌，造成一次死亡30人以上，或一次造成直接经济损失1亿元以上的事故和事故险情。2.2 重大事故（级）（
15、1）房屋建筑和市政基础设施工程新建、扩建、改建、拆除活动中，发生一次死亡10人以上、30人以下，或一次造成直接经济损失5000万元以上、1亿元以下的事故和事故险情。（2）已建成房屋建筑和市政基础设施因工程质量原因发生坍塌，造成一次死亡10人以上、30人以下，或一次造成直接经济损失5000万元以上、1亿元以下的事故和事故险情。2.3 较大事故（级）（1）房屋建筑和市政基础设施工程新建、扩建、改建、拆除活动中，发生一次死亡3人以上、10人以下，或一次造成直接经济损失1000万元以上、5000万元以下的事故和事故险情。（2）已建成房屋建筑和市政基础设施因工程质量原因发生坍塌，造成一次死亡3人以上、10人以下，或一次造成直接经济损失1000万元以上、5000万元以下的事故和事故险情。2.4 一般事故（级）（1）房屋建筑和市政基础设施工程新建、扩建、改建、拆除活动中，发生一次死亡3人以下，或一次造成直接经济损失1000万元以下的事故和事故险情。（2）已建成房屋建筑和市政基础设施因工程质量原因发生坍塌，造成一次死亡3人以下，或一次造成直接经济损失1000万元以下的事故和事故险情。3 组织体系在县政府统一领导下，成立理县建设工程较大质量安全事故应急领导小组（以下简称“县建设工程事故应急领导小组”）。3.1 市建设工程事故应
