11、生营养餐安全事故应急工作，最大限度地减少学校营养餐工程食品安全事故造成的危害，保障学生饮食安全，根据中华人民共和国食品卫生法、国家食品安全事故应急预案、学校卫生工作条例等法律法规，结合我校实际，特制定本应急预案：一、工作原则预防为主、常备不懈。宣传普及突发公共卫生事件防治知识，提高全校师生员工的防护意识和校园公共卫生水平，加强日常监测。一旦发现学生食用蛋奶后出现呕吐、腹泻、眩晕、泛力等病例及时采取有效的检查治疗措施并且立即上报教育和卫生部门，必要时务必急送县人民医院治疗。二、组织机构1成立学校“学生营养餐食品安全事故”应急处理领导小组。组 长：张自泰 校长副组长：李天龙 副校长 张芝莲 教导主
12、任组 员：曹晓玲 刘素萍 黄玉明 张晓英 王玉琴 王琴元 韩小平 高秀兰 夏爱武 杨萌蕾 王桂琴 张凤香 武开萍 许彩霞 凡有泽 张玉琴 金学敏2应急小组职责：（1）在获悉学生发生食品中毒事件后，立即赶赴现场，详细了解情况，统一指挥食品安全事故，处理协调各方面力量进行救治，控制事态发展。（2）统一组织事故善后处理工作，落实整改措施，尽快恢复正常教育教学秩序。三、突发事件预防1高度重视。经常对食堂、教学环境与生活区环境进行检查，尽早发现问题，及时消除卫生安全隐患。2增加学校卫生投入，切实改善学校卫生基础设施和条件。3采取有效措施，强化学校卫生规范化管理。（1）食品及其原料贮存和食品制作间必须具备
13、完善的安全措施，并落实专人、专锁、专保管责任制，强化安全防范措施，防止投毒事件发生。（2）加强学校生活饮用水的管理，防止因水污染造成疾病传播。（3）加强厕所卫生管理，做好粪便的无害化处理，防止污染环境和水源。（4）大力开展爱国卫生运动，重点搞好食堂卫生、教室卫生、宿舍卫生和环境卫生，为学生提供一个安全卫生的学习和生活环境。四、突发事件监测和报告学校突发公共卫生事件的内容包括：重大传染病疫情、中毒事件（食物中毒及急性化学物品中毒）、污染事故以及其它重大疑难及不明原因的健康危害事件。1突发事件报告（1）建立自下而上的“蛋奶中毒”突发事件逐级报告制度，并确保监测和预警系统的正常运行，及时发现潜在隐患
14、以及可能发生的突发事件。（2）严格执行重大事件报告程序。按照食品安全事故报告的有关规定，各部门应严格按程序逐级报告，报告时间不得超过事发后一小时，确保信息畅通。出现集体性食物中毒，校长以最快的通讯方式向所在地疾病预防控制中心报告，同时报学生营养改善领导小组办公室，将学生尽快送进医院。（3）任何个人都不得隐瞒、缓报、谎报或者授意他人隐瞒、缓报、谎报突发事件。（4）建立突发事件举报制度。任何部门和个人有权向学校报告突发事件隐患，有权向教育行政主管部门举报有关部门不履行突发事件应急处理规定的职责的情况。五、突发事件的应急反应根据全国突发公共卫生事件应急预案的规定，将突发事件的等级分为一般突发事件、重
15、大突发事件和特大突发事件。根据突发事件的不同级次分类，结合学校的特点，在必要时启动相应的突发事件应急预案，作出应急反应。及时掌握学生健康状况，一旦发生校内食物中毒或可疑食物中毒时，立即启动本应急预案。1立即停止食品加工出售活动，并在第一时间报告当地卫生、教育和公安等部门；2立即将发病师生送往医院，并协助医疗机构救治病人；3学校建立食品留样制度，保留造成食物中毒或者可能导致食物中毒的食品及其原料、工具、设备和现场，待确认后交予卫生部门处理；4积极配合卫生、公安、质监、食品药品监管及畜牧兽医局等部门进行调查，并按其要求如实提供有关材料和样品；5落实卫生部门要求采取的其他措施，并妥善处理善后事宜，维
16、持学校正常的教育教学秩序；6配合卫生部门分析引起食物中毒的原因，总结经验教训，提出整改意见，杜绝类似事件再次发生。六、保障措施1组织机构保障成立校长任组长，各班主任为成员的“营养餐中毒”应急工作领导小组，制定本校的突发事件应急预案，实行分级管理、分级响应，落实各自职责，具体负责突发公共卫生事件的日常预防与控制工作。2财力和物资保障安排必要的经费预算，为突发公共卫生事件的防治工作提供合理而充足的资金保障和物资储备。七、责任追究建立食品责任追究制，对违反法律、法规疏于管理，玩忽职守，导致发生食品安全事故或发生食品安全事故后，迟报、漏报、瞒报造成的严重不良后果的追究相应责任。面雕美容术是根据脸型以及五官的比例等黄金比例数据，精确
