11、应急事故救援预案 为积极应对我部可能发生的火灾事故，及时采取有效措施，高效有序地组织开展事故抢险、救援工作；最大限度减少人员伤亡和财产损失；维护正常的工作秩序；结合我部门实际制订采购供应部消防应急事故救援预案。一、 重大危险源加油站概况加油站是公司所有车辆加油的唯一指定地点，归合金库管理。内有50吨柴油罐2个、5吨汽油罐1个，现有加油员工2名。油站储存大量柴油、汽油；油区过往车辆较多；外界火源静电易引发火灾危险性较大。组 长： 陈安友副组长： 王 申、杨传勇、贾贻良、韩振、李 彬主要组员：杨传勇、王鹏、张 舰、刘慧民、邹仲深指 挥 组：陈安友、王 申警 戒 组：乔彬彬（组长）、王超瑞、殷承波消

14、场副指挥配合指挥做好现场调度、协调工作贾贻良现场副指挥配合指挥做好现场抢险救援工作杨传勇现场副指挥配合指挥做好现场抢险救援工作乔彬彬警戒组现场协助张灵芝消防器材组现场协助潘东伟救援抢险一组现场协助王 鹏救援抢险二组现场协助张 梅医疗救护组现场协助五、应急救援预案的启动条件5.1消防事故所造成的后果有可能继续扩大的。不属于重大事故，但在事故发生过程中情况突然发生事故情况恶化，有的能造成严重后果的。5.2有必要启动应急救援预案的。满足上述两个条件的，均由仓库主要负责人发布启动应急救援预案的命令。六、灭火过程6.1如油品起火，由副组长贾贻良判断火势的程度，在本组能力范围内能够扑灭的情况下，下达灭火命
15、令，立即组织救援抢险一组人员取灭火器和派人拿铁锨取沙子进行灭火。其他人将附近易燃、易爆物品及设施迅速移运到安全的地方，待火灾扑灭后，救援抢险二组随即检查火源是否扑灭，在确认无误后，将火灾现场燃烧后的废物进行清除处理，组长宣布灭火工作结束。6.2如电路短路引起火灾，应先立即切断电源，在火势不大、仓库能够自己扑灭的情况下，下达灭火命令，救援抢险二组杨传勇指挥组员立即拿好救火物品和工具，派人取干粉灭火器进行灭火，其余人员将附近易燃、易爆物品及设施迅速移动到安全的地方，当火灾扑灭后，仓库人员检查火是否扑灭，在确认无误后，将火灾现场燃烧后的废物进行清除处理，组长宣布灭火结束。6.3如果发生大火灾将按照采购供应部消防救援预案进行灭火，安全员贾贻良下达救火令，同时立即向组长陈安友部长报告；组长向公司报告，并拔打火警电话：119 医疗急救电话：120，由张梅医疗救护组派人到公司大门进行迎接导引，救援抢险二组杨传勇、指挥组员立即穿戴防护用品并拿好救火物品和工具，取灭火器进行初步灭火并做好现场保护及撤离的准备，在扑救无效的情况下，由组长组织撤离逃生，仓库人员用湿毛巾或其它吸水物品捂住口鼻弯腰沿安全通道撤离。七、逃生路线及人员疏散一旦发生特大火灾，除立即拔打火警电话119 医疗急救电话1
