11、ation, bring added 159 in non public enterprises, individually-1540, created a安全质量标准化工作导则株洲圆方建筑工程有限责任公司第一部分 总则第一条 为加强本公司安全生产和文明施工管理，提高建筑工程安全标准化施工水平，规范建筑施工安全质量标准化工程创建申报评选工作，根据国务院建设工程安全生产管理条例、湖南省建设工程质量和安全生产管理条例及建筑施工安全检查标准（LGJ59-99）等有关法律法规及规范标准，特制定本工作导则。第二条 本工作导则适用于本公司建筑工程范围内新建、扩建、改建的房屋建筑和市政基础设施工程。第三条
12、本工作导则称“安全质量标准化示范工程”是指施工现场的安全生产，文明施工和工程质量达到国家及行业相关标准要求，能对本地区安全质量标准化施工起到典型示范作用，经建筑施工企业申报纳入住房和城乡建设和主管部门创建安全质量标准化工程目标管理范围，符合规定的评定条件，经住房和城乡建设主管部门审核，行文公布的工程项目上。本工作导则所称“创建安全质量标准化工地”（以下简称“创建标准化示范工地”）是指纳入创建“标准化示范工程”目标管理的项目，在施工全过程中全面加强建筑施工安全质量标准化管理，施工进度完成主体结构工程50%以上，仍符合规定的评定条件，经住房和城乡建设行政主管部门审核，行文公布的工程项目上，重点反映
13、创建项目施工过程控制情况。“标准化示范工程”和“创建标准化示范工地”分省、市（州）两级评定，分别由省住房和城乡建设主管部门和市（州）住房和城乡建设主管部门行文公布。第四条 本公司创建标准化示范工地和标准化示范工程的评选采取项目部创建申报，专家评审，动态监管和社会监督相结合的方式进行。第二部分 工作目标第五条 按照建筑施工安全质量标准化要求，坚持统筹规划，分步实施，通过对在建工程和新开工程全面推行安全质量标准化管理，力争在2011年底之前实现本公司公司市场行为规范化，安全管理流程程序化、场容场貌秩序化和施工现场安全防护标准化，促进本公司建立高效运转的自我安全保障体系。第六条 本公司安全生产工作按
14、照施工企业安全生产评价标准（JGJ/T77-2003）及有关规定全面进行安全质量标准化认证（即达到安全评定“合格”要求，以下简称安全认证）。本公司在2011年必须取得一个以上省级和两个以上市级安全质量标准化工程，确保2011年底前通过安全认证。第七条 本公司由质量安全部组织每月底对司属各项目的施工现场按照建筑施工安全检查标准（JGJ59-99）和有关规定进行检查打分，对不符合要求的项目及时督促进行整改，直到符合要求，确保本公司于2011年底前全部通过达标验收。第三部分 工作依据第八条 本导则依据的国家和省有关法律法规有中华人民共和国建筑法、中华人民共和国安全生产法、建设工程安全生产管理条例、安
15、全生产许可证条例、湖南省建设工程质量和安全生产管理条例。第九条 本导则依据的国家有关标准规范有：职业健康安全管理体系规范（GB/T 28001-2001）施工企业安全生产评价标准（JCT/T 77-2003）建筑施工安全检查标准（JGJ 59-99）建筑施工安全技术规范（ZBBZH/GJ 12）工程建设施工企业质量管理规范（GB/T 50430-2007）建筑施工高处作业安全技术规范（JGJ 80-91）建筑施工扣件式钢管脚手架安全技术规范（JGJ130-2001）建筑施工门式钢管脚手架安全技术规范（JGJ128-2000）建筑施工附着升降脚手架安全技术规程（DGJ08-1999）建筑施工现场环境与卫生标准（JGJ146-2004）第十条 本导则依据的住房和城乡建设部与省有关文件有：原建设部关于开展建筑施工安全质量标准化工作的指导意见。住房和城乡建设部关于印发,的通知（建质200987号）、关于印发建设工程高大模板支撑系统施工安全监督管理导则的通知(建质2009254号,原湖南省建设厅印发的建筑施工安全质量标准化工作导则(湘建建2007331号),湖南省建筑工程项目施工安全重大危险源安全管理实施细则(湘建建2009303号),省住房和城乡建设厅印发的湖南省建设工程施工项目部和现场监理部关键岗位人员配备标准及管理办法(试行)（湘建建2010109号，关于进一
