11、与基层医疗卫生事业单位绩效工资实施办法根据中共河南省委河南省人民政府关于深化医药卫生体制改革的实施意见(豫发200923号)、河南省人民政府办公厅转发河南省公共卫生与基层医疗卫生事业单位绩效工资实施意见的通知(豫政办201098号)等文件精神,为做好我市公共卫生与基层医疗卫生事业单位绩效工资实施工作,结合我市实际,现制定以下实施办法:一、实施范围和时间按国家规定实行事业单位岗位绩效工资制度的公共卫生与基层医疗卫生事业单位的正式工作人员,从2009年10月1日起实施绩效工资。本办法所指公共卫生事业单位,包括疾病预防控制、健康教育、妇幼保健、精神卫生、应急救治、采供血、卫生监督、计划生育技术服务等

12、专业公共卫生机构。基层医疗卫生事业单位,包括政府举办的乡镇卫生院和城市社区卫生服务机构。二、清理核查津贴补贴公共卫生与基层医疗卫生事业单位实施绩效工资与规范津贴补贴结合进行。全面清理核查在国家统一规定的津贴补贴外发放的津贴补贴和奖金,摸清收入来源、支出去向、账户情况和津贴补贴实际发放水平,坚决取消资金来源不合法、不合规的项目。清理核查工作,在各级党委、政府的领导下,由同级人力资源社会保障(人事,下同)和纪检监察、组织、财政、审计部门负责组织协调,公共卫生与基层医疗卫生事业单位主管部门具体实施。三、绩效工资总量和水平的核定(一)公共卫生与基层医疗卫生事业单位绩效工资总量由相当于单位工作人员上年度

13、12月份基本工资的额度和规范后的津贴补贴构成。绩效工资水平由县级以上人民政府人力资源社会保障、财政部门按照与当地事业单位工作人员平均工资水平相衔接的原则核定。各县(区)结合本地实际确定具体核定办法。(二)县级以上人力资源社会保障、财政部门综合考虑单位类别、人员结构、岗位设置、事业发展、经费来源等因素,核定本级政府有关部门所属公共卫生与基层医疗卫生事业单位的绩效工资总量。在人力资源社会保障、财政部门核定的绩效工资总量内,单位主管部门核定所属单位的绩效工资总量,并报同级人力资源社会保障、财政部门备案。(三)公共卫生与基层医疗卫生事业单位绩效工资总量核定后,原则上当年不作调整。确因机构、人员和工作任

14、务发生重大变化等特殊情况需要调整的,须报同级人力资源社会保障、财政部门批准。四、绩效工资分配绩效工资分为基础性绩效工资和奖励性绩效工资两部分。(一)基础性绩效工资设立岗位津贴项目,一般按月发放,主要体现地区经济发展水平、物价水平、岗位职责等因素。其中,公共卫生事业单位的基础性绩效工资占绩效工资的70%;基层医疗卫生事业单位的基础性绩效工资占绩效工资的60%。(二)奖励性绩效工资主要体现工作量和实际贡献等因素,根据考核结果发放,可采取灵活多样的分配方式和办法。奖励性绩效工资可设立综合目标考核奖励等项目,具体项目由县级以上人力资源社会保障、财政、卫生部门确定,各项目发放标准由各单位根据本单位奖励性

15、绩效工资的分配办法确定。1、充分发挥绩效工资分配的激励导向作用。单位主管部门要建立绩效考核制度,制定绩效考核办法,并加强对公共卫生与基层医疗卫生事业单位内部考核的指导。公共卫生与基层医疗卫生事业单位要完善内部考核制度,根据专业技术、工勤、管理岗位的不同特点,实行分类考核。根据考核结果,在分配中坚持多劳多得、优劳优酬,重点向关键岗位、业务骨干和做出突出贡献的工作人员倾斜。其中,公共卫生事业单位内部绩效工资分配,应向承担疾病防治、突发公共卫生事件处置与救治、环境恶劣的现场(实验室)工作等任务的岗位倾斜;基层医疗卫生事业单位内部绩效工资分配,应向承担公共卫生服务与临床一线工作任务的岗位倾斜。2、公共

16、卫生与基层医疗卫生事业单位制定绩效工资分配办法时充分发挥民主、广泛征求职工意见,分配办法由单位领导班子集体研究后,报单位主管部门批准,并在本单位公布。3、公共卫生与基层医疗卫生事业单位单位主要领导的绩效工资,在人力资源社会保障、财政部门核定的绩效工资总量范围内,由主管部门根据对主要领导的考核结果统筹考虑确定。单位主要领导与本单位工作人员的绩效工资水平,要保持合理的关系,原则上单位领导绩效工资水平不高于本单位职工绩效工资平均水平的3倍。五、相关政策(一)中共中央办公厅、国务院办公厅转发中央纪委、中央组织部、监察部、财政部、人事部、审计署关于严肃纪律加强公务员工资管理的通知的通知(厅字200510号)下发前,公共卫生与基层医疗卫生事业单位发放的改革性补贴,除超过规定标准和范围发放的之外,暂时保留,不纳入绩效工资,另行规范。在规范办法出台前,一律不得出台新的改革性补贴项目、提高现有改革性补贴项目的标准和
