4、来源问题则成为项目成败的关键，同时项目融资的风险也越来越凸显出来了。项目融资的风险评价是项目融资风险管理的关键环节，良好的项目融资风险评价可以有效地提高项目融资的信用，同时更加有效地对融资风险进行控制。因此本文从项目融资过程的三个阶段出发，即项目建设开发阶段、项目试生产阶段和项目生产运营阶段，利用贝叶斯网络在项目风险评价方面的有效性，对项目融资风险进行评价。本文构建了项目融资风险评价指标体系，结合贝叶斯网络的结构学习、参数学习以及推理运算构建了项目融资风险评价模型，从而为项目融资风险评价提供了一种新的系统性化的建模方法。本文首先对项目融资以及项目融资风险的定义以及内容进行了界定，从而使研究内容
5、更有针对性。其次，本文根据专家的研究以及进行实地访谈，构建了项目融资风险评价指标体系。同时，从项目建设的三阶段出发，对项目融资不同阶段的风险分别进行风险评价。再次，构建了基于贝叶斯网络的项目融资风险评价模型。阐述了贝叶斯网络的一般构造原理，以及贝叶斯网络的结构学习、参数学习和推理运算，同时结合项目融资风险评价设计了模型的贝叶斯学习和推理算法，从而更好地对项目融资风险进行评价。最后，针对实证研究结果，我们提出了相应的风险管理建议。实证研究表明，在项目建设开发阶段，完工风险、环保风险和市场风险是项目融资风险的关键性因素，而项目管理者以往的表现和管理水平、项目建设延期风险以及不同地区的制度差异化是项
6、目融资风险的关键性指标。在项目试生产阶段，信用风险、金融风险和市场风险是项目融资风险的关键性因素，而项目生产条件的变化风险、能源和原材料的供应风险以及项目管理者的资金能力是项目融资风险的关键性指标。在项目生产运营阶段，生产风险、市场风险和金融风险是项目融资风险的关键性因素，能源和原材料的供应风险、市场价格变化风险和汇率风险是项目融资风险的关键性指标。因此，针对实证研究的结果，我们提出了在不同阶段重点控制不同的风险，以及对各个风险因素的规避措施，同时我们结合金融工具的不断发展，提出了有效地利用非传统风险转移的办法进行风险防范和风险规避。关键词：项目融资；项目融资风险；贝叶斯网络；风险评价II硕士
7、学位论文AbstractWith the “investment tide” brought by local government, more and more majorprojects are prepared to build. The capital resource is the key to project success orfailure, and projects financing risk have become more and more apparent. Theproject financing risk evaluation is the key link of
8、 risk management of projectfinancing. Good project financing risk evaluation not only can improve the credit ofproject financing, but also could control project financing risks more efficiently. So,the paper evaluate project financing risks by Bayesian network from three stages ofproject financing w
9、hich are construction stage, pilot production stage and operationstage of project. The paper construct an index system of project financing riskscombined with structural learning of Bayesian network, parameter learning andarithmetic reasoning, thus it provides a new and systematic modeling method fo
10、rproject financing risk evaluation.This article firstly defines project financing and project financing risks, whichmake research contents more targeted. Secondly, we construct evaluating indexsystem of project financing risks based on researches made by scholars and fieldinterview. At the same time
11、, project financing risks are evaluated from three stagesof project. Thirdly, we construct models of project financing risks evaluation basedon Bayesian network. We introduce the principles of constructing of Bayesiannetwork, structural learning of Bayesian network, and parameter learning andarithme
12、tic reasoning, and we structure a model combined project financing risks torisk evaluation more efficiently. Finally, we put forward the corresponding adviceabout risk management according to the empirical research.The empirical research shows that on construction stage of project, completionrisk, e
13、nvironment risk and market risk are the key factors which influencing projectfinancing risks. Performance and management levels of project managers, extensionrisk of project and system differentiation of regions are key indexes of projectfinancing risks. On the stage of pilot production, credit risk

The change of projectproduction conditions, energy and raw material supply risk and project managerscapital ability are key indexes of project financing risks.
