5、，在编制进度计划时需要考虑众多因素，如：项目规模大小、复杂程度、紧急性、细节掌握程度等都会干扰编制方法，必须进行综合考虑，尽量缩小进度计划与实际进度偏差，实现进度管理的主动性。如何做好大型特大型水电站工程的进度管理与控制是一个非常重要的课题。锦屏一级水电站机电设备安装工程根据业主提供的相关信息，充分考虑锦屏一级水电站的工程特点和机组设备特点的前提下，尊重客观规律并借鉴工程特征相似的已建和在建水电站的施工经验，按新版计划要求的施工强度、资源投入，施工条件、场地、施工方法和工艺等因素对新版计划的安装施工流程和安装工期剖析，并据此对承包商的施工总布置提出了指导性意见。从施工流程、工期安排、专用工具使
6、用计划及工位布置等方面对新版计划进行剖析水电站机电设备安装工程管理。以进度为主线，通过进度管理带动人、材、机和质量安全等方面的管理。其任务就是不断实现各种生产要素的最佳组合，以达到预定的目的。但由于各施工单位在一定时期内所能提供的各种资源总是有一定限度的，在项目管理中就存在资源的约束问题，资源配置不足，从而影响项目的进度，为保证资源的组织和供应，使生产活动能连续正常运行，以及经济有效地利用资源，就需要合理地对资源进行分配、优化和组合，使其在资源约束条件下满足施工要求。所以，这就要求施工管理人员必须考虑到资源限制这一因素，用更先进、更准确、更贴近实际情况的网络计划方法来安排施工进度。本文将通过详
7、细的WBS分解，综合考虑所有制约因素，绘制锦屏一级水电站机电设备安装进度网络计划图，以寻求能够以更短的时间完成提前发电的目标，并尝试以“关键链”法编制锦屏一级水电站机电设备安装工程总进度计划，供类似大中型水电站在编制机电设备安装工程进度计划时参考，以节约资源、节约时间、节约费用，全面加速各水电站的发电计划，以尽早实现国家能源发展规划目标。关键词：项目进度管理，水电站，关键链，缓冲区，进度优化I ABSTRACTABSTRACTDuring the construction of large and super large hydropower station,the control oftim

10、large hydropower station project is a very important topic.According to the information provided by landlord,making consideration of theengineering and equipment characteristics of the Jinping primary hydropowerstation,under the premise of respecting objective law,drawing lessons from thehydropower
11、projects that has been build and under construction with similarcharacteristics,for the requirements of the new plan,the factors including constructionintensity,resource input,construction condition,site,construction method and craft wereconsidered to analyze installation project process and time li
12、mit,and proposed guidanceof construction layout to the contractor.The construction process,arrange of time,plan touse special tool and layout of the location of the new mechanical and electricalequipment installation project of hydropower station management were analyzed.Take progress management as
13、the main line,the progress management drivenpeople,materials,machines,and quality safety management.To reach the intendedpurpose,the best combination of various factors of production should be achievedcontinuously.Due to the limit resources provided by construction unit in a certainperiod,constraint
14、 problems existed in the project management resources.While theinsufficient allocation of resources will affect the project schedule,to ensure theorganization and supply of resources,use resources efficiently and economically,keepthe normal operation of production activities continuous,and so reasonable allocation ofthe resources,optimization and combination is required to meet the constructionrequirements under the resource constraint condition.So construction managers mustconsider the factor of resources restrict,with more advanced,more accurate,more closeII
